Asylum Discussions in the European Parliament: The Impact of Political Ideologies

Abstract

Asylum has been among the most debated issues of the European public especially since the migration crisis in 2015. Vulnerabilities of asylum seekers and refugees, public opinion polls, legal regulations, responsibility-sharing within and outside the Union have emerged as important agenda items in the recent academic literature. However, we still know little about the role of different political ideologies in asylum governance in the European context. How different ideologies approach the subject matter remains understudied. This study focuses on the European Parliament as the representative of the popular will in the EU (European Union). The study is based on a qualitative content analysis on the parliamentary questions posed by Members of the European Parliament. Parliamentary questions are selected as they are the most individual activity opening space for individual interpretations. The study covers a 12-year period from 2009 to 2021, providing an opportunity to examine the views from different party groups on the events unfolding over three parliamentary periods. Findings illustrate similarities between the Center-Right and Social Democrats in asylum-related discourses. The main distinction between ideologies is between far-right populist groups and progressive party groups. Still, progressive politicians do not offer normative alternatives to restrictive immigration regimes.

Avrupa Parlamentosunda İltica Tartışmaları: Siyasi İdeolojilerin Etkisi

Abstract

İltica konusu, özellikle 2015'teki göç krizinden bu yana Avrupa kamuoyunun en tartışılan konuları arasındadır. Sığınmacıların savunmasızlığı, kamuoyundaki tartışmalar, ilgili yasal düzenlemeler, Avrupa Birliği (AB) içinde ve dışında sorumluluk paylaşımı gibi konular son dönem akademik literatürünün önemli gündem maddeleri arasındadır. Bununla birlikte, AB içinde farklı ideolojilerin konuya nasıl yaklaştığı halen çokça tartışılmamış bir sorun alanı olarak karşımızda durmaktadır. Özellikle Birlik dâhilindeki farklı siyasi ideolojilerin iltica göçüne nasıl yaklaştıklarına dair belirsizlik göze çarpmaktadır. Bu çalışmada, AB’nin siyasi temsil mekanizması olan Avrupa Parlamentosunda farklı ideolojilere sahip vekillerin sığınma göçünü hangi çerçevede ele aldıkları araştırılmaktadır. Bu amaçla, Avrupa Parlamentosu üyelerinin bireysel tercihlerini en özgürce ifade ettikleri parlamento aktivitesi olan soru önergeleri incelenmektedir. Makale, 2009 - 2021 yılları arasındaki 12 yıllık zaman dilimini kapsamaktadır. Üç farklı parlamento dönemini içeren bu geniş zaman dilimi, farklı parti gruplarından gelen görüşleri detaylı bir şekilde inceleme imkânı sunmaktadır. Araştırma sonuçları, sığınma göçüne dair söylemde Merkez Sağ ve Sosyal Demokratlar arasındaki benzerliklere işaret etmektedir. İdeolojiler arasındaki temel ayrım aşırı sağ popülist gruplar ile progresif parti grupları arasındadır. Bununla birlikte, progresif siyasilerin kısıtlayıcı göç rejimine prensipte bir alternatif getirmediği görülmektedir.
