Avusturya’nın 1945 Sonrası Kamu Diplomasisi

Abstract

I. Dünya Savaşı ile yıkılan Avusturya-Macaristan İmparatorluğu’nun varisi Avusturya, imzaladığı barış anlaşmasının zor koşulları, toprak kayıpları, savaşın yol açtığı ekonomik ve sosyal yıkım gibi nedenlerle 1938 yılında yaptığı bir halk oylamasıyla Almanya’ya katılmıştır. II. Dünya Savaşı’nda Almanya ile birlikte savaşan ülke, savaşın sona ermesi ile 1955 yılına kadar süren bir işgal dönemi yaşamıştır. Avusturya, hem on yıl süren işgal döneminde işgalin sona erdirilip bağımsızlığını yeniden kazanmaya hem de işgal sonrası dönemde geçmişin izlerini silip, saygın bir devlet olarak uluslararası toplumda yerini almaya çalışırken önemli çaba sarf etmiştir. Bu dönemlerde uyguladığı geleneksel diplomatik çabalarına paralel, etkili bir kamu diplomasisi de uygulamıştır. Kamu diplomasisi, içerik ve yöntem olarak bugünkü modern ve teknoloji destekli yöntemlere göre daha basit ve analog olsa da Avusturya, istediği sonuçlara geliştirdiği yöntemlerin ve uluslararası konjonktürün sağladığı elverişli koşullar sayesinde kısa sürede ulaşabilmiştir. Bu çalışmada Avusturya’nın kısa tarihi, Almanya’ya “gönüllü” katılım süreci, kuruluş anlaşmasına giden süreçte uyguladığı kamu diplomasisi yöntemlerine örnek olabilecek faaliyetleri tartışılmaktadır. Son olarak Soğuk Savaş sonrası dönem, Avusturya’nın AB üyeliğinin Avrupa Birliği Ortak Güvenlik ve Savunma girişimlerinde yer almasının, giderek etkisi azalan ve geniş yorumlanan tarafsızlık ilkesi ile uyumlu olup olmadığı konuları da değerlendirilmiştir.

Public Diplomacy of Austria After1945

Abstract

The Republic of Austria, the successor of the Austro-Hungarian Empire, which was destroyed by the First World War, joined Germany with a referendum in 1938, due to the difficult conditions of the peace Treaty it signed, the loss of territory, and the economic and social destruction caused by the war. The country, which fought shoulder to shoulder with Germany in World War II, experienced an occupation period that lasted until 1955, after the end of the war. Austria has made great efforts both in trying to end the occupation and regain its independence during the occupation period that lasted for ten years, and while trying to erase the traces of the past and taking its place in the international community as a respected state in the post-occupation period. Austria also implemented an effective public diplomacy in parallel with its traditional diplomatic efforts during these periods. Although they are simpler and analogue than today's modern and technology supported methods in terms of content and methodology, Austria was able to reach the desired results in a short time thanks to the methods it developed and the favorable conditions provided by the international conjuncture. Finally, in the post-Cold War period, whether Austria's EU membership and its involvement in European Union Common Security and Defense initiatives are compatible with the increasingly diluted and broadly interpreted neutrality principle were also evaluated.
