Territorial Structure and External Borders of the European Union: Soft or Hard Territoriality?

Abstract

Polities try to impose control over space. This action is one of the basic features of them. They struggle to establish compartmentalized spaces by exerting control over a specific geographical area. Thus, organizations are spatially differentiated from each other, and interactions are forged within the framework of these spatial differentiations. This premise is also valid for the European Union, which moulds a geographical portion of space. The Union tries to separate its space from other ones, and this separation has territorial characteristics. The main aim of the study is to prove that the European Union develops a hard territorial notion. The Union attempts to construct a single space via emerging territorial cohesion and spatial development policies, and to distinguish its space from other ones through establishing a hierarchical relationship with its external environment. By this way, inside is separated from outside, and this spatial compartment regulates the
interactions between the Union and outside.

Avrupa Birliği’nin Teritoryal Yapısı ve Dış Sınırları: Esnek veya Katı Teritoryalite?

Abstract

Mekân üzerinde kontrol kurma ve mekânı diğer mekânlardan ayırma girişimleri, yönetimsel/siyasal örgütlenmelerin temel ve kurucu niteliklerindendir. Yönetimsel/siyasal örgütlenmeler, şu veyahut bu şekilde belli bir coğrafi alan üzerinde kontrol tesis ederekkompartımanlaştırılmış mekânlar oluşturmaya çalışırlar ve böylece mekânsal olarak birbirlerinden ayrışırlar. Etkileşimler de bu mekânsal ayrışmalar çerçevesinde tanzim edilir. Bu durum, bir yönetimsel/siyasal örgütlenme olan ve belli bir mekânı dolduran Avrupa Birliği için de geçerlidir. Birlik, etkin olduğu mekân üzerinde kontrol tesis ederek bu mekânı diğer mekânlardan ayırmaya çalışmaktadır ve bu ayrım teritoryal bir niteliğe sahiptir. Çalışmanın temel amacı, Avrupa Birliği’nin katı bir teritoryal düşünsel geliştirdiğini ortaya koymaktır. Birlik, şekillenmekte olan teritoryal uyum politikası ve mekânsal gelişim perspektifi kapsamında tek bir mekân geliştirmeye ve dış çevreyle hiyerarşik bir etkileşim çerçevesinde bu mekânı dış sınırları yoluyla diğer mekânlardan ayırmaya çalışmaktadır. Bu şekilde içerisi ile dışarısı ayrıştırılmaktadır ve oluşturulmaya çalışılan mekânsal kompartıman, Birlik ile dışarısı arasındaki etkileşimleri yönlendirmektedir.
