Abstract
Küreselci yönetsel reformlar dünyada olduğu gibi Türkiye’de de 1980-1995 yılları arasında ‘yapısal uyarlama reformları’, 1995-2010 yılları arasında ‘düzenleyici reformlar’ adı altında yürütülmüştür. Bu reform süreci 2008 yılından itibaren çökmüştür. Türkiye’de küreselci reformların özelleştirme politikasında amacına eriştiği, ancak egemen devlet olgusu üzerinde herhangi bir etki yaratamadığı görülmüştür. 2010 yılından bugüne bazı kuralların uygulamasına son verilmiş, başlıca kurumların ise işlevleri değiştirilmiştir. Bununla birlikte egemen devlet anlayışına uygun kapsamlı yeni reformlara gidilmemiştir. Bu nedenle kamu yönetimi yapısında ve zihniyetinde birbiriyle çelişkili ve çatışmalı durumlar yaygındır. Küreselci reform tortularının temizlenmesi ve kamu yönetiminin küreselcilik sonrası dünyanın yeni koşulları da göz önünde bulundurularak derlenip toplanması gerekir.

Abstract
Globalist managerial/administrative reforms in the World and Turkiye were carried out under the name of ‘structural adjustment’ between 1980 and 1995 and ‘regulatory reforms’ between 1995 and 2010 years. This reform process has collapsed since 2008. In Turkiye globalist reforms have achieved their purpose in privatization policy. But the reforms have failed to exert any influence on the phenomenon of sovereign state. Since 2010, some globalist rules have been eliminated, while the functions of some institutions established by them have been changed. However, comprehensive new reforms in accordance with the understanding of the sovereign state have not yet emerged. For this reason, contradictory and conflicting situations are common in the structure and mentality of public administration. The remnants of globalist reform must be cleaned up and public administration must be compiled and collected, taking into account the new conditions of the postglobalism world.
