Hizmet Sunumu ve Örgütlenmesi Temelinde İngiltere'de Demiryolu Hizmetinin Özelleştirilmesi

Abstract

İngiltere‟de iktidarda olduğu 1980'li ve 1990'lı yıllarda Muhafazakâr Parti, demiryolu hizmetinin
özelleştirilmesinin rekabet, verimlilik oranları ve hizmet kalitesindeki artışlar, kamu harcamalarında düşüşler
ile sonuçlanacağını ileri sürmüştür. Fakat pratikte Muhafazakâr Parti'nin bu rüyası gerçekleşmemiştir. Aksine
özelleştirme, yeni tekeller, hizmet ve altyapı kalitesinde düşüşler, taşımacılık, işletme maliyetleri, kamu
sübvansiyonlarında artışlar ve güvenlik sorunları üretmiştir. Bu çalışma, 1979 yılında başlayan M. Thatcher
ve 2010 yılında sonlanan G. Brown dönemleri arasında kalan sürede özelleştirme sürecini ve sonuçlarını
incelemektedir. Yapılan inceleme, hizmet sunumu ve örgütlenmesi temelinde gerçekleştirilmiştir.

The Privatization of the Railway Service in Britain on the basis of the Provision and the Organization of the Service

Abstract

Conservative Governments of Britain in 1980s and 1990s claimed that the privatization of the railway service would result in higher competition, efficiency rates and quality of the services and in
reduction of the public expenditures. In practice, however, these dreams of Conservatives have not come true entirely. Privatization has resulted in new monopolies, reduction of the quality of services and of infrastructure and in increase of the transportation prices, operation costs of the private enterprises, and the public subsidies. It has also caused security problems. This paper discusses the privatization process and its results between 1979 (the year that M. Thatcher came to power) and 2010 (the end of G. Brown‟s government) on the basis of provision and organization of the service
