Abstract

Uzun süre farklı sosyoekonomik, siyasal düzen ve yönetim şeklini tecrübe etmiş Rusya Federasyonu, çağdaş dönemde kendine özgü merkezi yönetim, yerel yönetim ve merkez-yerel yönetimler arasındaki ilişki mekanizmasını kullanmaktadır. Sovyet dönemi yönetiminin öngördüğü çerçevede halk demokrasisi modeline dayalı olarak “en aşağıdan en yukarıya” doğru temsilcilik esasında örgütlenen, aslında ise parti takdiri temelinde “yukarıdan aşağıya doğru” örülen bir yönetim geçmişine sahip Rusya, yeni dönemde de geniş coğrafi ve etnokültürel yapısını büyük ölçüde korumakta olup, merkezi yönetim ağırlıklı bir siyasi-idari sistemini devam ettirmektedir. Çalışmada Rusya’nın yerel yönetimleri hakkında örgütlenme, yetki ve görevleri vs. açısından ayrıntılı bilgi verilmekte olup, bu ülkenin yerel yönetim sistemi ve merkezi yönetimle yerel yönetimler arasındaki ilişkilerin nitelik ve özelliklerinin ortaya çıkarılması amaçlanmaktadır

Local Administration in Russia: The Current Situation and Problems

Abstract

Russian Federation having long-time experience of different socioeconomic and political order and government in contemporary period practice its own specific central government, local government and central-local relationship mechanism. Organized on the basis of popular-democratic model “from the bottom-up” and accurate representation as suggested by the Soviet government, but in fact, arranged on the basis of the “top-down” management according to the discretion of the party, Russia in the new era with a wide geographical and a large ethnocultural structure continues to preserve predominantly the central governmental political-administrative system. This work contributes an overview and detailed information on the organization of local governments in Russia, its powers and duties, etc. and aims to uncover the nature and properties of the terms of the local government system and the relations between central and local governments in this country
