Politika Başarısı ve Başarısızlığı: Politika Değerlendirme Sürecinde Nesnel Kriterler Mümkün Mü?

Abstract

Kamu politikalarının uygulanmasının ardından, politikaların belirlenen hedeflere ulaşıp ulaşmadığının değerlendirilmesi gerekmektedir. Bu değerlendirme siyasetçilerin kendileri tarafından yapılabileceği gibi farklı politika aktörleri tarafından da yapılabilir. Günlük siyaset tartışmaları içerisinde politika; onu destekleyenlerce başarılı kabul edilirken, desteklemeyenler tarafından başarısız olarak nitelenir. Dolayısıyla kamu politikaları alanında önemli bir sorun alanı, politika değerlendirme sürecinde nesnelliktir. Kamu politikaları değerlendirme çalışmaları oldukça geniş bir literatüre sahiptir. Ancak politikaların başarısı ve başarısızlığına ilişkin çalışmalar bu alan içerisinde oldukça kısıtlı kalmıştır. Politika başarısı veya başarısızlığı kavramlarının öznel bir çağrışım yapması, neye ve kime göre başarılı veya başarısız bir politikadan bahsedilebileceği sorunları bu alana tartışmalı bir görünüm vermektedir. Özellikle 2000 sonrası yabancı literatürde politika başarısı ve başarısızlığı alanında teorik ve amprik çalışmalar artmıştır ancak henüz Türkçe literatüre kazandırılmamıştır. Bu çalışmanın amacı politika değerlendirme çalışmaları içerisinde politika başarısı ve başarısızlığının kuramsal temellerini ortaya koyarak, bahsi geçen çalışmaların politika değerlendirmedeki olumlu ve eksik yönlerini tartışmaktır.
