Amerika Birleşik Devletleri'nin Hint Pasifik Bölgesinde Çin'i Çevreleme Politikası

Abstract

Atlantik düzeni, Çin’in yükselişine paralel olarak güç kaybetmektedir. Bu makale, Çin’in artan gücüne ve buna bağlı olarak uluslararası sistem içinde daha fazla hak talebine, Amerika tarafından verilen cevaba odaklanmaktadır. Japonya tarafından altyapısı hazırlanan ve özellikle Trump döneminde sıklıkla vurgulanan ve kavramsallaştırılan Özgür ve Açık Hint-Pasifik söylemi, coğrafi bir tanım olduğu kadar Çin’i çevreleme stratejisinin unsurlarını da barındırmaktadır. Amerika, Japonya, Hindistan ve Avustralya’dan oluşan birlik (QUAD), Hint-Pasifik kavramını jeopolitik bir nosyon olarak görmekte ve bu doğrultuda Çin’i çevrelemek için Amerika önderliğinde iş birliğine gitmektedir. Amerika’nın iş birliği yapmak istediği bir diğer oluşum, bölgede yaşanan mücadelenin önemli bir parametresi olarak görülen ASEAN’dır.
