Türkiye Cumhuriyeti ile Bulgaristan Arasında Siyasi İlişkilerin Kurulmasında 1925 Dostluk Antlaşması’nın Yeri ve Önemi

Abstract

Türkiye ve Bulgaristan komşu iki devlettir. Bu iki devlet tarihteki kısa süreler hariç tutulursa
günümüze kadar komşuluğun icabı olan ticari, kültürel ve siyasi ilişkileri gerektiği gibi yerine
getirememişlerdir. Bulgaristan’ın bağımsızlığını kazanması sonrası Türk-Bulgar ilişkileri genelde
olumsuz bir çizgide ilerlemiştir. Ancak bazen dost ve müttefik olabilmişlerdir. Balkan ve I. Dünya
savaşları bu hususa açık bir örnek teşkil ederler.
İki devlet, I. Dünya Savaşına müttefik olarak katılmış olmakla beraber, İtilaf devletlerinin
galibiyeti üzerine Türkiye-Bulgaristan ilişkileri galip devletlerini isteği ile kesilmiştir. İkili ilişkiler
Mustafa Kemal Paşa’nın çabaları ile Ankara Hükümeti döneminde yeniden kurulmak istenmişse de
Bulgaristan’ın çekimser tavrı nedeniyle kurulamamıştır. İki devlet arasındaki iyi komşu ilişkileri
ancak Lozan Antlaşması sonrasında ve 1925 yılında imzalanan Dostluk Anlaşması ile
kurulabilecek ve bu çerçevede devletler karşılıklı olarak siyasi ve ticari ilişkilerini
geliştirebileceklerdir.
Bu çalışmada iki devlet arasındaki ilişkilerin kurulmasında “Dostluk Antlaşması”nın
önemine vurgu yapılmış ve bunun günümüze de ışık tutması amaçlanmıştır. Geçmişte nasıl ki iki
devlet arasındaki mevcut sorunlar dostluk temelinde çözüme kavuşturulabilmiş ise günümüzde de
karşılıklı müzakereler yolu ile halledilebilir.

THE PLACE AND IMPORTANCE OF FRIENDSHIP TREATY IN 1925 IN ESTABLISHING OF POLITICAL RELATIONS BETWEEN REPUBLIC OF TURKEY & BULGARIA

Abstract

Turkey and Bulgaria are two neighboring states. However, these two states, except for short
periods in history for the sake of good relations could not develop to the present relationship of the
border. After winning the independence of Bulgaria, the Turkish-Bulgarian relations, ethnic,
cultural and political factors has been negative, depending on the general. However, sometimes
friends and allies have been able to. Two examples of the clearest in terms of enmity and
friendship, the policies of Balkan and First World Wars.
Two states, Turkey and Bulgaria participated in the First World War as an ally. However, the
war ended with victory of the Entente Powers and after the First World War the relations between
Turkey and Bulgaria were cut at the request of the Entente Powers. The time of the Ankara
government, Mustafa Kemal Pasha has traditionally worked to re-establish of bilateral relations.
However, during this period due to the attitude of abstention in Bulgaria, bilateral relations have
been established. However, good neighborly relations between the two states, started again after the
Treaty of Lausanne, with the Treaty of Friendship in 1925 signed. With this treaty, political and
commercial relations between the two states started and developed.
In this study, the establishment of relations between the two states "Friendship Treaty" has
been emphasizing the importance of, and it is intended to shed light on the present as well. In the
past, on the basis of how the friendship between the two states unsolved problems existing in the
today can be solved through bilateral negotiations.
