Relations of Political Parties and Forestry based on 2007 General Election Declarations

Abstract

In terms of participation in forestry, political parties are one of the important stakeholders. While forestry policy

is formed in Turkey, political parties, particularly the parties in power, have important effects on it. Approaching

ofpolitical parties to forestry can be learned from declarations published by them before elections. Election

declaration is an important source to evaluate the similarities and differences between opinions of different

parties about forestry.

This study examines the election declarations published by 14 different parties joined the election of 22nd June

2007. The findings are analyzed and evaluated under eight different headlines. Moreover, the declarations of top

three parties (AKP, CHP and MHP) are compared with previous declarations published in 2002 elections.

The study shows that Turkish political parties do not consider forestry in their declarations, and their opinions

about forestry are not based on consistent politics.

2007 Genel Seçim Bildirgeleri Çerçevesinde Siyasi Partiler ve Ormancılık İlişkileri

Öz

Siyasi partiler, ormancılıkta katılımın önemli ilgi gruplarından biridir. Türkiye’de ormancılık politikasının

oluşturulmasında siyasi partilerin, özellikle iktidarı elinde bulunduran siyasi partiler ile parlemontoda grubu

bulunan siyasi partilerin önemli etkileri vardır. Siyasi partilerin ormancılığa bakışlarını seçim öncesi

yayınladıkları seçim bildirgelerinden öğrenmek mümkündür. Seçim bildirgeleri farklı partilerin ormancılık

hakkındaki düşünceleri arasındaki benzerlik ve farklılıkları ortaya koymak için de önemli bir kaynaktır.

Bu çalışmada 22 Temmuz 2007 tarihinde yapılan erken genel seçim öncesi, seçime katılan 14 partinin hazırlamış

olduğu seçim bildirgeleri incelenmiştir. Bu incelemeler sonucunda elde edilen bilgiler analiz edilerek sekiz ayrı

başlık altında değerlendirilmiştir. Ayrıca ilk üç sırayı alan partilerin (AKP, CHP ve MHP) 2002 Genel Seçimi

öncesi hazırlamış oldukları seçim bildirgeleri, 2007’deki seçim bildirgeleriyle karşılaştırılmıştır.

Elde edilen bulgular değerlendirildiğinde; siyasi partilerin, parti programlarında ve seçim bildirgelerinde

ormancılığa gereken önemi vermedikleri, ormancılık konusundaki düşüncelerini tutarlı politikalara

dayandırmadıkları görülmektedir.
