The Local Press as Subject of Right to Environment: A Case Study of Burdur

To mobilize political power in the solution of social problems, it is important to arrive on the public agenda the issue. Then comes the beginning of actors fulfilling this function. The same function in the agenda of social problems at the local level is largely in place to bring the local press. Especially in small towns, the local governments of the problems brought to the attention of the public in the local press, universities and other public and drawn the attention of private enterprise and it is observed that leads to the steps taken to solve the problem. In this study, the local press is considered as a subject of environmental rights. In this context, the role of the environment in the realization of the right to be evaluated in terms of function to bring environmental issues into the public agenda are discussed. In this context, Burdur selected sample being examined environmental news in local newspapers published in the city and the contents are analyzed.

Çevre Hakkının Öznesi Olarak Yerel Basın: Burdur Örneği

Toplumsal sorunların çözümünde siyasal iktidarı harekete geçirmek için, sorunun kamuoyunun gündemine gelmesi önemlidir. Bu işlevi yerine getiren aktörlerin başında basın gelmektedir. Yerel düzeydeki toplumsal sorunların gündeme gelmesinde de aynı işlevi büyük ölçüde yerel basın yerine getirmektedir. Özellikle küçük kentlerde, yerel basının kamuoyunun gündemine getirdiği sorunların yerel yönetimlerin, üniversitelerin ve diğer kamu ve özel kuruluşların dikkatini çektiği ve bunun, sorunun çözümüne yönelik adımların atılmasına yol açtığı gözlenmektedir. Bu çalışmada yerel basın, çevre hakkının bir öznesi olarak ele alınmaktadır. Bu bağlamda, çevre sorunlarını kamuoyunun gündemine getirme işlevi açısından değerlendirilerek çevre hakkının gerçekleştirilmesindeki rolü tartışılmaktadır. Bu çerçevede, örnek olarak seçilen Burdur kentinde yayımlanan yerel gazetelerdeki çevre haberleri incelenmekte ve içerikleri analiz edilmektedir.
