International Society and Normalization Efforts in Rwanda

In 1994, an African country of Rwanda experienced one of the most relentless genocide of the human history. Between 800.000 and 1.000.000 Tutsis and moderate Hutus are killed. Despite two decades after the genocide, the country is still very far from a functioning state system. What is more to the point, the social effects of the 1994 genocide are still prevalent over the Rwandan society. This study seeks to analyze the reconstruction process in Rwanda state in the respect of international community’s role and its dynamics from historical perspective. The main assumption of this study is that removing the negative social effects of 1994 from the Rwandan society through the normalization of Rwandan history is the essential subject.

Öz

1994’de Afrika ülkesi Ruanda insanlık tarihinin en büyük soykırımlardan birisini yaşamıştır. Yaşananların sonucunda 800.000 ile 1.000.000 arasında Tutsi ve ılımlı Hutu hayatını kaybetmiştir. Ruanda Soykırımı’nın ardından 20 yıl geçmesine rağmen halen ülkede işleyen bir devlet mekanizması bulunmamaktadır; daha da önemlisi yaşanan soykırımın toplumsal etkileri halen Ruanda toplumu üzerinde oldukça etkilidir. Bu çalışma, Ruanda Soykırımı’nı tarihsel bir perspektiften ele alarak devletin yeniden yapılanma sürecini ve bu sürecin dinamiklerini ülkedeki uluslararası toplumun rolü bağlamında analiz etmeyi amaçlamaktadır. Ruanda’da soykırımın yıkıcı etkilerinin önüne geçebilmenin yolunun Ruanda tarihinin normalleştirilmesi gerektiği çalışmanın ana tezidir.
