TÜRKİYE’DE KAMU HARCAMALARI VE VERGİLERİN İÇ GÖÇ ÜZERİNDEKİ ETKİLERİ

Abstract

Nüfus
hareketlerinin kalkınma süreci başta olmak üzere birçok alanda önemli etkileri
vardır. Göç, bireysel çıkar motivasyonu ile hareket edildiği varsayımı altında
göçmen için faydalı olsa da, bir bütün olarak topluma faydalı olmayabilir.
Özellikle gelişmekte olan ülkelerde göç, şehirlerin kalabalıklaşmasına,
işsizlik sorunlarına ve bölgesel dengesizliklere neden olabilmektedir. Dolayısıyla
iç göçün belirleyicileri incelenmesi gerekli bir konudur. Bu çalışmada, kamu
harcamaları ve vergilerin iç göç üzerindeki etkileri, Türkiye örneklemi
bağlamında ele alınmıştır. Yapılan dinamik panel veri analiz sonuçlarına göre,
kamu harcamaları ile iç göç arasında istatistiksel olarak anlamlı bir ilişki
kurulamamış iken; vergi gelirleri ile iç göç arasında ise negatif bir ilişki
tespit edilmiştir. Kamu harcamalarına fonksiyonel sınıflandırma açısından
bakıldığında ise güvenlik ve savunma harcamaları ile net göç hızı arasında ters
yönlü bir ilişki bulunmuştur.
