TÜRKİYE’DE “MİLLİ ŞEF” DÖNEMİ CHP POLİTİKALARININ EĞİTİM SİSTEMİNE ETKİLERİ ÜZERİNE BİR DEĞERLENDİRME
Abstract
9 Eylül 1923 tarihinde kurulan Cumhuriyet Halk Partisi (CHP), Türk siyasal sisteminin temel eksenini
oluşturmuştur. 1923 yılından 1950 yılına dek, 27 yıl boyunca iktidarda kalmıştır. 27 yıllık bu tarihsel
süreç içinde iki isim CHP siyasetinin dolayısıyla Türkiye’deki gelişmelerin şekillenmesinde etkili
olmuştur. Birincisi; Mustafa Kemal Atatürk’tür. İkincisi ise; İsmet İnönü’dür. Atatürk’ün ölümü
üzerine İsmet İnönü önce Cumhurbaşkanı, ardından CHP’nin yeni değişmez genel başkanı seçilmiştir.
CHP’nin 1938 Olağanüstü Kurultayı’ndan sonra İsmet İnönü, “Milli Şef” unvanını almıştır. “Milli Şef”,
İsmet İnönü’nün resmi sıfatı olduğu kadar bir dönemin adı da olmuştur.
İsmet İnönü, Milli Şef olarak hem ülke yönetiminde hem de partide iktidarın merkezine yerleşirken
kendi kadrosu ile kendine özgü bir siyasetin de uygulayıcısı olmuştur. Çalışmamızda, Türk siyasal
yaşamı içinde “Milli Şef Dönemi” olarak adlandırılan 1938-1945 yılları arasında iktidar partisi olan
CHP ekseninde eğitim sistemindeki gelişmeler üzerinde durulacaktır.
Abstract
The Republican People’s Party (RPP), which was founded on September 9th 1923, functioned as the main axis of the political life in Turkey. From 1923 to 1950, the party was in power for 27 years. During this time period, two persons influenced the formation of the policies of RPP, and therefore, that of Turkey. The first of these two figures was Mustafa Kemal Atatürk and the other one is İsmet İnönü. After the demise of Atatürk, İsmet İnönü was elected the president of Republic of Turkey and the unchanging head of RPP. The permanent head of RPP was declared “National Chief” after the early congress of the party in 1938. This label denotes not only İsmet İnönü’s official status but also the name of this particular period. When İsmet İnönü established himself as the center of power in both party and country, he pursued a particular policy by means of his own cadre. In this context, this study focuses on the developments in the educational system of the country between 1938-1945 with direct reference to RPP
