ETHICAL PRINCIPLES
Bulletin of Economic Theory and Analysis has adopted the International Standards of the Committee on Publication Ethics (COPE) for Editors and Authors in their manuscripts.
The submitted studies are examined with plagiarism programs.
PUBLICATION ETHICS FOR AUTHORS
1) For the submitted scientific manuscripts, all responsibilities caused by non-compliance with ethical rules belong to the author.
2) The submitted manuscripts must be original.
3) The submitted manuscripts should not have been sent to be published elsewhere at the same time.
4) The published manuscripts should not be resubmitted to publish in our journal.
5) After submission, new authors cannot be added or removed to the manuscripts.
6) In terms of ethical rules; the situations requiring Ethics Committee Permission for the researches to be evaluated in the journal are as follows:
- Any research carried out with qualitative or quantitative approaches that require data collection from participants using survey, interview, focus group work, observation, experiment, interview techniques,
- Use of humans and animals (including material/data) for experimental or other scientific purposes,
- Clinical researches on humans,
- Researches on animals,
- Retrospective studies in accordance with the law of protection of personal data.
PUBLICATION ETHICS FOR REFEREES
1) After the submitted works are evaluated by the editor, they are sent to two referees according to the blind referee system. In the case of one acceptance and one rejection, a third referee opinion will be received.
2) Manuscripts are evaluated by referees who are confidential, independent, and expert.
3) The manuscripts can be published with a positive opinion of at least two referees.
4) Neutral and fair referees will be determined for the evaluation of the manuscripts.
PUBLICATION ETHICS FOR EDITORS
1) The editor has the right to accept or reject the original manuscripts to evaluate according to the scientific field of the journal.
2) The editor will provide to send manuscripts to referees who are experts in their field.
3) A fair and fast evaluation process is provided by the editor.
4) The editor has the right to make the final decision of the publication of manuscripts, based on the opinion of the referees.
PUBLISHING POLICY
The journal has been published in three issues a year since 2019.
Bulletin of Economic Theory and Analysis is a quarterly published, peer-reviewed academic journal. The journal promotes the economic analysis of both public sector and private sector. While the journal welcomes quantitative and empirical studies, it also supports the theoretical studies i.e. development of economic theories. In addition to articles on economics, Bulletin of Economic Theory and Analysis also includes studies on business, public finance and econometrics.
PEER REVIEWING PROCESS
Submission of a manuscript implies that the work submitted has not been published before and/ or it is not under consideration for publication anywhere else. Also, the article should be prepared in accordance with the “instructions for authors”. While the official languages of the journal are Turkish and English, all manuscripts have to include an abstract written in English. These instructions provide the referees fast and correct evaluation and publication process. After the manuscript is evaluated by the editor, it will be sent to two referees who are experts in their area. These referees will remain confidential and thus independent. Manuscripts can be published with the positive opinion of at least two referees. The evaluation process will be completed at the soonest time possible.
PEER-REVIEW PROCESS
All manuscript submitted to Bulletin of Economic Theory and Analysis are subject to a blind peer review process.
PRE-EVALUATION
During the pre-evaluation process, all manuscripts submitted for evaluation are checked for similarity through similarity programmes. Manuscripts with a similarity rate of more than 15% are returned to the author(s).
Then, the manuscripts are carefully checked whether they comply with the template and spelling rules of the journal, whether the requested forms are sent completely, and whether the information in the forms is correct. Manuscripts that pass these stages are forwarded to the Editor-in-Chief for blinded peer review.
The pre-evaluation process is maximum 10 days.
EDITOR EVALUATION
The editor-in-chief, together with the relevant field editor, decides whether the manuscripts submitted to him/her will be included in the refereeing process. At this stage, the editor-in-chief, together with the relevant field editor, has the authority to reject the submitted manuscript by deciding that the submitted manuscript is not original enough, has serious conceptual and/or methodological flaws, or is written in an inadequate or poor English / Turkish language.
Manuscripts found suitable for the refereeing process are forwarded to the field editor to be sent to at least 2 referees working in different universities who are experts in their field. However, if there is no editor in the relevant field, the Chief Editor carries out the process. The positive report of at least 2 referees is mandatory for the manuscript to be published.
The editorial evaluation process is maximum 10 days.
REFEREE EVALUATION
Bulletin of Economic Theory and Analysis conducts a double blind review process. In the double blind review process, the information of both authors and reviewers is kept confidential. To facilitate this process, it is important that authors do not include any direct or indirect identifying information in their manuscripts.
Our referee database is continuously updated and referees are randomly assigned based on their areas of expertise.
At least two referee reports must be positive for the manuscript.
In case one of the referees rejects the manuscript, the manuscript is sent to the 3rd referee. The referees may request minor and major corrections regarding the manuscripts. In this case, the manuscript is sent to the author to make the relevant corrections. If the referee wants to see the manuscript again after the correction, the manuscript is resubmitted to the relevant referee for the 2nd round of refereeing.
Referees are given 15 days to evaluate the manuscripts. This period can be extended 2 times. If the referee fails to return, a new referee is appointed and the process starts again for the referee.
Reviewers are expected to make an evaluation only within the framework of the manuscript in line with the publication principles of the journal. Reviewers should make their evaluations on the manuscript evaluation form. The referee is only expected to score the evaluation criteria correctly, elaborate his/her opinions in the comments and suggestions section, and state his/her justifications. In particular, the referee who gives a negative opinion should add and explain to the author the weaknesses of the study and the reasons for rejection. If it is necessary for the referees to express their opinions on the manuscript, the comments are uploaded to the system as a separate Word file.
Unfortunately, there is no clear information about the length of the refereeing process.
FINAL EVALUATION
The final decision is made by the Editor-in-Chief for all manuscripts that have been approved by the referees and reached the publication stage. The editor's decision is sent to the author(s) together with the referees' suggestions. At this stage, authors are requested to prepare an extended abstract in English if the manuscript is written in Turkish. After the extended abstract is sent, the language editors review the manuscripts and, if necessary, the manuscript is taken into the publication process after the corrections in terms of grammar and spelling rules are made by the author. The layout and typesetting processes of the manuscripts accepted at the publication stage are carried out. The appropriate number of manuscripts is published by considering the manuscript order.
MANUSCRIPT WITHDRAWAL POLICY
Authors should contact the journal editor if they notice any problems in the publication process or in their published article. Authors who wish to withdraw their article should write a Withdrawal Petition with the signature of each author and send the petition to editor@betajournals.org e-mail address. The opinion of the editor and editorial board regarding the reviewed manuscript will be sent to the authors within 15 days.
If the editor and editorial board determines that there is copyright infringement and plagiarism in the manuscript under evaluation, they will carry out the withdrawal process within 15 days. The withdrawn article will be announced on the journal page. Information about the withdrawn article will be given in the first issue published after the withdrawal. In addition, the reason for withdrawal will be communicated to the institutions and organisations where the journal is indexed.
