Rusya Federasyonu Yüksek Öğretim Kurumlarının Etkinlik Analizi

Abstract

Bu çalışmanın amacı Rusya Federasyonu Yüksek Öğretim Kurumlarının etkinlik ölçümlerinin yapılmasıdır. Etkinlik analizleri Rusya Federal Devlet İstatistik Servisi`nden elde edilen 2018 yılı verileri ile Veri Zarflama Analizinin Charnes-Cooper-Rhodes (CCR) ve Banker-Charnes-Cooper (BCC) yöntemleri kullanılarak yapılmıştır. Çalışma sonucunda, CCR yöntemi ile yapılmış etkinlik analizinde 36 bölgenin yükseköğretim kurumu, BCC yöntemi ile yapılmış etkinlik analizinde 57 bölgenin yükseköğretim kurumu etkin olmuştur. Etkin olmayan bölgeler için geliştirilmiş potansiyel iyileştirme önerileri incelendiğinde tüm bölgelerde mevcut kaynaklar ile daha fazla çıktı üretilmesi gerektiği, fakat çıktı değişkenlerinden gelirin yeterli düzeyde olduğu ve değişime ihtiyaç olmadığı tespit edilmiştir. Yapılan analiz sonucunda Rusya Federasyonu`nun Sibirya ve Uzak Doğu Federal Bölgelerinde lisansüstü eğitimin artırılması için politikaların geliştirilmesinin ve bu bölgelerde eğitim harcamalarının etkin kullanılmasının önemli olduğu tespit edilmiştir.

Efficiency Analysis of Higher Education Institutions of The Russian Federation

Abstract

The aim of this study is to measure the efficiency of Higher Education Institutions of the Russian Federation. Efficiency analyzes were made with 2018 data obtained from the Russian Federal State Statistics Service and Charnes-Cooper-Rhodes (CCR) and Banker-Charnes-Cooper (BCC) methods of data envelopment analysis are used. As a result of the analysis made with the CCR method, 36 subjects and with the BCC method, 57 subjects were effective. When the potential improvement suggestions developed for ineffective regions are analyzed; It was understood that more output should be produced with the resources available in all regions. As a result of the analysis, it has been determined that it is important to develop policies in order to increase postgraduate education in Siberia and the Far East Federal Regions of the Russian Federation and to use education expenditures effectively in these regions.
