BİLGİ VE İLETİŞİM TEKNOLOJİLERİNİN EKONOMİK ÖZGÜRLÜK ÜZERİNE ETKİLERİ: ÜLKELER BAĞLAMINDA KÜRESEL BİR ANALİZ

Abstract

Dünyamızda her şeye yön veren ve en önemli üretim faktörlerinden biri haline gelen bilginin önemi genel kabul görmektedir. Bilgi ve İletişim Teknolojileri (BİT) teknolojik vasıtalar marifetiyle küresel anlamda bilginin toplanması, depolanması, erişilmesi ve paylaşılması gibi çağdaş yaşamda çok ihtiyaç duyulan fonksiyonları yerine getirmektedir. BİT’in önemini kavrayan ülkeler hem kamusal alanda hem de özel sektörde bu teknolojilere yatırımı ve halkın adaptasyonunu teşvik eden politikalar gütmektedirler. Öte yandan küresel sermayeyi ülke sınırlarına çekme çabası günümüzde ulusal kalkınma ve ekonomik büyümeyi olumlu yönde etkileyen bir faktör olarak önem kazanmıştır. Ülkelerin sahip olduğu BİT’in küresel sermaye için çekiciliğin bir ölçüsü olarak kabul gören ekonomik özgürlüğün üzerinde olumlu bir etkisi olup olmadığını ortaya koymak bu çalışmanın maksadını oluşturmaktadır. BİT Gelişmişlik Endeksi (BİTGE) ve Ekonomik Özgürlük Endeksi (EÖE) yapılan analizlerde veri kaynağı olarak kullanılmıştır. Değişkenler arası ilişkiler çok değişkenli istatistiksel yöntemler kullanılarak ülkeler bağlamında incelenmiş ve ekonomik bağımsızlık seviyesinin BİTGE’nin bazı bileşenlerinden olumlu bazılarından ise olumsuz yönde etkilendiği bulunmuştur
