EEKING FOR GOVERNANCE IN THE EDUCATION SERVICES DELIVERY: CHARTER METHOD

Abstract

This study aims to examine emergence process, functions, organization patterns, and problems of the public charter school system which is traced back to the developments in Minnesota State in 1991. Besides, importance of the charter model in American education system and feasibility of application in Turkey is discussed. The study has four arguments: Charter system (1) can bring about a new approach regarding the delivery of public services in general and education services in particular, (2) has a potential to reconsider the antagonism between public and private sector, (3) can be an example of public-private partnership and collaborative govern(ance), (4) taken as a model and management technique, can possibly be adapted to other policy areas

Abstract

1991 yılında Amerika'nın Minnesota Eyaletinde ortaya çıkıp hızla diğer eyaletlere yayılan ve bugün Amerikan eğitim sisteminde hatırısayılır bir yere sahip olan charter eğitim sisteminin ortaya çıkış nedenleri, işlevleri, örgütlenme biçimleri, sorunları, Amerikan eğitim sistemindeki yeri ve Türkiye'de uygulanabilirliğinin ele alındığı ve tartışıldığı çalışmanın tezleri, charter sisteminin, özelde eğitim hizmetlerinin, genelde tüm kamu hizmetlerinin sunumunda yeni bir yaklaşım getirebileceği, son yılların önemli tartışmalarından birisi olan kamuözel zıtlığını yumuşatabileceği, ortak ve birlikte yöneti(şi)me örneklik teşkil edebileceği, yönetime katılımın ve hesapverebilirliğin önemli araçlarından birisi olabileceği, bir yöntem ve yönetim aracı olarak ele alındığında bu sistemin başka alanlarda da uygulanabileceğidir
