LOCATION SELECTION FOR DISTRUBUTION CENTER IN DISASTER LOGISTICS: AN APPLICATION WITH SMAA-2 METHOD

Abstract

There is a need for efficient planning against catastrophic events to be preparedness, response and sudden recovery. One of the basic elements is the proper location of distribution centers to increase the efficiency of logistics planning. Location of disaster distribution centers are location problems that have both qualitative and quantitative criteria inside. As it is possible to reach statistical data about catastrophic events, the criteria and the evaluation of alternative used in this problem, can be analyzed in stochastic structure. In this study, we handled disaster logistics distribution center problem as a multi criteria decision making MCDM location selection problem. As disaster distribution center location selection criteria used in our study have stochastic manners, show uncertainty due to lack of expression and probability distributions, we utilized stochastic multi-criteria acceptability analysis SMAA-2 method. For this purpose, in this study we suggested a solution approach to select the most suitable location for a disaster distribution center by using SMAA-2 technique. AFET LOJİSTİĞİ KAPSAMINDA DAĞITIM MERKEZİ İÇİN YER SEÇİMİ: SMAA-2 TEKNİĞİ İLE BİR UYGULAMA

Abstract

Afet olaylarına karşı hazırlıklı olma, ani müdahale ve iyileştirme için etkin bir lojistik planlamaya ihtiyaç bulunmaktadır. Lojistik planlamanın etkinliğinin artırılmasındaki temel unsurlardan birisi de dağıtım merkezlerinin uygun yerleşimidir. Afet dağıtım merkezlerinin yer seçimi, hem niteliksel hem de niceliksel kriterlere sahip yerleşim problemleridir. Afet olaylarıyla ilgili istatistiki verilere ulaşma imkânı olduğundan bu problemde kullanılan kriterler ve alternatiflerin değerlendirilmesi stokastik yapıda incelenebilmektedir. Bu çalışmada afet lojistiği dağıtım merkezi yer seçimi birçok kriterli karar verme ÇKKV problemi olarak ele alınmaktadır. Afet dağıtım merkezi yer seçimi problemlerinin çözümünde kullanılan kriterlerin, belirsizlik göstermesi ve olasılık dağılımlarıyla ifade edilmesi sebebiyle çalışmamızda stokastik çok kriterli kabul edilebilirlik analizi SMAA-2 metodundan yararlanılmaktadır. Bu amaçla, SMAA-2 tekniği ile bir afet dağıtım merkezinin en uygun yer seçimine yönelik bir çözüm yaklaşımı önerilmektedir. Önerilen yöntem örnek bir probleme uygulanmaktadır
