The Issue of Mürûr Tezkiresi (trip permit) for Russian Pilgrims coming to Jerusalem

Abstract

Jerusalem has been a
place of pilgrimage for Christians for centuries. After the second half of the
19
th century, the number of people who came to Jerusalem for
pilgrimage has increased considerably. Russia, in particular, has encouraged
its citizens to go to Jerusalem as an indicator of its presence in the Holy
Land. As a result of these incentives, at the end of the 19
th
century and at the beginning of the 20
th century, very large groups
of Russian pilgrims came to Jerusalem and formed the most crowded pilgrimage
groups. The fees charged for the trip permits –mürûr tezkiresi- demanded by the
Ottoman State from the passengers were subject to complaints by the Russian
authorities on the grounds that they constitute an extra burden on these
materially troubled pilgrims. In this study after summarising what the trip
permits or certificate –mürûr tezkiresi- is, the meaning of Jerusalem for the
Russian pilgrims, the privileges given to them by the Ottoman Empire and the
steps taken by Russia to encourage its citizens to go to Jerusalem will be
briefly discussed.
 This will be followed
by the complaints of Russians on the payment of trip permits as reflected in
the Ottoman archival documents and the different opinions of the Ottoman
authorities on this issue will be evaluated.

KUDÜS’E GELEN RUS HACILARIN MÜRÛR TEZKİRESİ MESELESİ

Abstract

Kudüs Hristiyanlar için yüzyıllardır bir hac
mekânıdır. 19. yüzyılın ikinci yarısından sonra Kudüs’e hac amacıyla gelenlerin
sayılarında çok büyük artışlar yaşanmıştır. Özellikle Rusya, kutsal topraklarda
varlık gösterebilmenin bir unsuru olarak vatandaşlarını Kudüs’e gitmeleri için
teşvik etmiştir. Bu teşvikler neticesinde, 19. yüzyılın sonlarında ve 20.
yüzyılın başlarında, Ruslardan oluşan çok büyük hacı kafileleri Kudüs’e gelmiş
ve en kalabalık hac gruplarını Ruslar oluşturmuşlardır. Osmanlı Devleti’nin
yolculardan talep ettiği mürûr tezkiresi için istenilen ücret, maddi açıdan
oldukça sıkıntılı olan bu hacılara ilave bir külfet oluşturduğu gerekçesiyle
Rus makamları tarafından antlaşmalar dayanak gösterilerek şikâyet konusu
yapılmıştır. Bu makalede, mürûr tezkiresinin ne olduğu kısaca özetlendikten
sonra Kudüs’ün Rus hacılar için ne ifade ettiği, Osmanlı’nın onlara verdiği
imtiyazlar, Rusya’nın Kudüs’e gitmeleri hususunda kendi vatandaşlarını teşvik
için attığı adımlar kısaca ele alınacak ve Osmanlı arşiv vesikalarına yansıdığı
boyutuyla Rusların mürûr tezkiresi harcı ödemeleriyle ile ilgili şikâyetleri ve
Osmanlı makamlarının bu husustaki farklı mütalaaları değerlendirilecektir.
