Abstract
According to discussions on political theory in the Western world,
civil society, conceptually, has been seen as a new kind of modernization
which is based upon liberal market economy. On the other hand, developing
countries regard civil society as a model that helps opponent parties gaining
power against authoritarian regimes. Mediator constituents such as being a
civilian, pluralism, tolerance, supervision of state and political participation
form common aspects of the definitions about civil society. More specifically,
civil society is such as to control authoritarian regimes and consolidate
society against these authoritarian mechanisms. However patrimonialism in
the region of Middle East does not allow civil society to develop. Dialogue
between suppressed opposition parties and popular Islamic movements in
Egypt and state is established by professional associations rather than nongovernmental
organizations. Professional associations with the role of opposition
and efficiency in social base are important factors for the development
of civil society in Egypt. In this essay, variables such as structural process of
professional associations, their social role and political potential are analyzed
with the benchmarks of civil society. In accordance with this analysis, the inference
of transformative role of professional associations in development of
civil society in Egypt is made as a conclusion
Abstract
Batı’daki siyasi teori tartışmalarında sivil toplum, kavramsal olarak, liberal
piyasa ekonomisine dayalı modernleşmenin yeni bir türü olarak görü-
lürken, gelişmekte olan ülkeler açısından ise sivil toplum, otoriter rejimler
karşısında güç kazanmaya çalışan muhalif güçlerin yararlandığı bir modele
dönüşmüştür. Sivillik, çoğulculuk, hoşgörü, devletin denetlenmesi ve siyasi
katılım gibi ilkeler barındıran aracı öğeler sivil topluma dair yapılan tanımlamaların
ortak yönlerini oluşturmaktadırlar. Orta Doğu için sivil toplum,
otoriter rejimleri denetleyen ve bu rejimler karşısında toplumu güçlendiren
bir niteliktedir. Ancak, bölgedeki patrimonyal sistem, sivil toplum oluşumuna
izin vermemektedir. Mısır’da bastırılmış olan muhalefet ve Müslüman Kardeş-
ler gibi popüler İslami hareketler ile devlet arasındaki gayri resmi iletişim ağı
sivil toplum kuruluşlarından ziyade meslek birlikleri aracılığıyla sağlanmaktadır.
Mısır’daki meslek birlikleri toplumsal tabandaki etkinliğiyle ve Mısır siyasetindeki
muhalefet rolüyle sivil toplumun gelişiminde önemli bir etkendir. Bu
makalede Mısır’daki meslek birliklerinin yapısal işleyişi, toplumsal rolü, siyasi
potansiyeli gibi değişkenler sivil toplumun ölçütleri olarak değerlendirilmiştir.
Yapılan değerlendirme ile meslek birliklerinin Mısır’da sivil toplumun gelişimindeki
dönüştürücü rolüne dair çıkarımlar elde edilmiştir.
