Abstract
Osmanlı Devleti’nin ekonomik çöküşünün en önemli oyuncusu şüphesiz
Düyun-u Umumiye İdaresi’dir. Alacaklıların haklarının korunması için
çıkılmış olan bu yolculuk; egemenlik haklarının sona ermesiyle sonuçlanmış-
tır. Uluslararası Para Fonu, Düyun-u Umumiye İdaresi’nden yaklaşık 70 yıl
sonra kurulmuştur. Uluslararası Para Fonu, kuruluşundan bugüne kredi verdiği
birçok ülkenin Düyun-u Umumiye İdaresi konumunda olmuştur. Bazı
ülkeler, bu sorundan kurtuluşu Fon’dan ayrılmakta bulmuşlardır. Uzun ve
badireli bir Fon-Türkiye Cumhuriyeti yolculuğundan sonra, gelinen nokta,
Türkiye Cumhuriyeti’nin Fon’a olan borçlarının ödenmiş olduğu ve hatta
Fon’a borç veren ülke konumuna geldiği noktasıdır.
