Review process of the Bilgi (for Authors and Reviewers )

BİLGİ is an international, refereed and scientific journal. Review process has a priority among the factors vital for the scientific value of a journal. Accordingly, all the submissions to the Bilgi Journal is exposed to a three-phased review process.

Preliminary Review
In the preliminary review process, the article is not evaluated according to its scientific value. The editors makes preliminary checks on the article in three days and announces his/her decision. Editor The editors control the following items in the preliminary review process:

v Appropriateness of the article to the scope of the journal,
v Correct and complete upload of the article to the journal submission system,
v Preparation of the articles according to the submission rules of the journal,
v Originality of the article with a plagiarism check.
If the editor finds the article incompatible with the items listed above, she/he has the authority to come up with a decision in the following ways:
v Getting contact with the author to request necessary corrections,
v Rejecting the article.

If the article includes plagiarism or any potential plagiarism, it is immediately rejected by the editor. The author is made aware of this decision. Please check the plagiarism check policy of the BİLGİ for detailed information.

Double Blind Review Process
All the articles submitted to the BİLGİ are exposed to plagiarism check and preliminary review. Scientific review process is launched only for the submissions completing these processes successfully.
The Journal uses double blind review process. Blind review process is considered as a fundamental factor in increasing the quality of published works.

In the double blind review process, the identities of the referee and author are kept hidden reciprocally and any communication between them is not allowed. The author cannot allowed to make any act or use any symbol making her/his identity known to the referee. The referees are sent their review reports directly to the editorial board and these reports are delivered to the author by the editorial board. All the feedbacks are made by using the editorial board as a medium of communication.

The Journal has an “Advisory Board” and “Referee Board”, composing of the academics working at the universities operating domestically or abroad and involving into the review process. After the decision to initiate review process, the article is sent to the two referees, specialized in the field and existing in the advisory or referee board of the Journal, by means of the electronic system. Editor can send the articles to the referees who are not member of the advisory or referee board of the Journal, if it is deemed necessary. Referees send their opinions about the article by filing a “Referee Review Report” by means of the electronic system. Referees come up with any of the following decisions in their reports:

v Article can be published as it is.
v Article can be published after some corrections are done.
v Article will be reviewed again after the corrections are done.
v Article cannot be published.

At least two positive referee reports are sought for accepting an article for publishing. If a positive and negative report submitted by the referees, the article is sent to a third referee for review.
If the referees are asked for some corrections and some additions with recommendations, the authors are requested to upload their revised articles in 15 days. If the author is not done the requested revisions in 15 days, it can be considered as a legitimate ground for rejecting the article by the editor.

The review process is completed with the delivery two positive referee reports to the Editorial Board of the Journal by the editor.

Final Review
The final review process starts for all the articles evaluated positively by two referees. In the final review process, the article is examined by the Editorial Board/Yayın Kurulu and the decision of publication is given. The Board also defines the issue in which the article will be published.

Duration Of the Review Process
BİLGİ Journal aims to start and complete the review process in a prompt manner. Under normal conditions, the review process takes 6 weeks. The review process can take a longer time, if the article is sent to a third referee for review, if the referees requests big corrections in the text or if the author make delays in submitting revised article. The review process can extend to 12 weeks, if the adverse conditions identified are experienced.
