The 1929 World Economic Crisis and Transition to Etatism in Turkey

Abstract

The principles of the economic policy which applied during the early years of estabüshing process of the Republic of Turkey were shaped in the first Economic Congress in İzmir in 1923. This economic policy can be described as 'liberal' and was followed until the beginning of the 1930's. A new economic policy appeared in the new Republic during the 1930s. The state began to play an important role in the economy by following an 'etatist' economic policy. This article focuses on the internal and external dynamics of carrying out the etatist practices in Turkey during the period concerned. The main reasons of the etatistic economic applications ar e discussed, and the consequences are evaluated

1929 Dünya Ekonomik Buhranı ve Türkiye'de Devletçiliğe Geçiş

Abstract

Türkiye'de Cumhuriyet'in kuruluşunu takip eden ilk yıllar­da uygulanan ekonomi politikalarına ilişkin ilkeler 1923'te yapılan İzmir İktisat Kongresiyle şekillenmiştir. 'Liberal' eğilimli olarak nitelendirilebilecek bu poltikalar 1930'lu yıllara kadar devam etmiştir. Ancak bu dönemden itibaren Türkiye'de devletin ekono­mide çok önemli rol aldığı ve 'devletçilik' olarak adlandırılan uygulamalara geçilmiştir. Bu makalede, ilgili dönemde Türkiye'de devletçilik uygulamalarına geçilmesindeki iç ve dış dinamikler, diğer bir deyişle ekonomideki bu yeni uygulamanın temel gerekçeleri tartışılmaktadır. Bununla birlikte ilk devletçilik uygula­malarının sonuçları da belli ölçüde değerlendirilmektedir.
