Afganistan ve Komşu Ülkelerinde Bölgesel Kalkınma Politikaları: Karşılaştırmalı Bir Analiz

Abstract

Bu çalışma, Afganistan ve komşu ülkelerinde uygulanan bölgesel kalkınma politikalarını karşılaştırmalı nitel analiz yöntemi kullanarak incelemektedir. Altyapı geliştirme, insan sermayesi yatırımları, bölgesel entegrasyon ve teknolojik yenilik politikalarına odaklanmaktadır. Çin, İran, Pakistan ve Afganistan’daki kalkınma politikalarını karşılaştırarak, bölgesel bağlantıyı ve ekonomik büyümeyi teşvik eden önemli projeleri vurgulamaktadır. Bu politikaları karşılaştırarak, bu girişimlerin bölgesel eşitsizlikleri azaltmaya nasıl katkıda bulunduğunu değerlendirmektedir. Bu çalışma, bölgesel kalkınma politikalarının Afganistan’daki sosyo-ekonomik eşitsizlikleri nasıl ele alabileceği ve sürdürülebilir kalkınmayı nasıl teşvik edebileceği konusunda farkındalık sunmayı amaçlamaktadır. Önemli başarılar kaydedilmesine rağmen, araştırma, Afganistan’da siyasi istikrarsızlık, sınırlı mali kaynaklar ve zayıf bölgesel işbirliği gibi devam eden zorlukları tespit etmektedir. Afganistan için kilit politika önerileri arasında bölgesel işbirliğinin güçlendirilmesi, teknolojik altyapıya yatırım yapılması ve insan sermayesinin geliştirilmesi yer almaktadır; böylece sürdürülebilir büyüme ve istikrar sağlanabilir.
