A. FIRST SUBMISSION RULES
The initial submission is intended for scientific evaluation only. For this reason, the journal applies a double-blind peer-review system, and formatting requirements at this stage are intentionally flexible.

Missing sections are grounds for editorial rejection.

Strict template formatting is not required at this stage. However, manuscripts must meet minimum academic standards:

Figures and tables must be numbered and cited in text
Mathematical expressions must be readable
No handwritten or scanned documents allowed
Poorly formatted or unreadable manuscripts will not be sent for review.
A.4. Referencing Rule (MANDATORY)
All references must be formatted strictly in IEEE citation style.
Submissions using APA, Harvard, Chicago or other styles will be returned to the author without external review.
