Türkiye’de Kamu Okul ve Hastane İnşaatı Projelerinde Farklı Ön Maliyet Tahmin Yöntemlerinin Performanslarının Karşılaştırılması: Güney Marmara Bölgesi Örneği

Abstract

İnşaat projelerinin tasarım aşamasında gerekli olan ön maliyet tahmini değerleri, yatırımın gerçekleştirilebilmesi ile ilgili çok önemli bir rol oynamaktadır. Bu çalışmanın amacı; gerçek inşaat maliyetleri ve hesaplanan ön maliyetler açısından sapma miktarlarının belirlenmesinde katkı sağlamak, yukarıda anılan yöntemlerin okul ve hastane yapılarındaki performanslarını karşılaştırmaktır. Bunun için Güney Marmara bölgesinde kamu tarafından yapılan ihalelerle inşa ettirilen beş adet okul ve iki adet hastane yapısının (ayrıca üç farklı bölgedeki üç hastane yapısının daha) metraj ve keşifleri çıkarılarak (2021 yılı rayiçleriyle) Birim Fiyat Yöntemine göre gerçek maliyetleri bulunmuştur. Aynı yapıların maliyetleri, bu kez anılan ön maliyet tahmin yöntemleri ile hesaplanarak gerçek maliyetlerden sapma oranları araştırılmıştır. İlgili zaman dilimi esnasında dünyada ve Türkiye’de yaşanan Covid 19 Pandemisi şartları ve yüksek enflasyonist ekonomik şartlar da ihmal edilmeden yöntemlerin hata oranları karşılaştırılmıştır. Edinilen verilere göre Alan Yöntemi, okul yapılarında %113, hastane yapılarında %97 hata ile maliyet tahmini yaparken; Hacim Yöntemi aynı sıra ile %121 ve %120 hata ile tahminde bulunmaktadır. Kat Kabuğu Yönteminin hata oranı ise yine aynı sıra ile %158 ve %203 düzeylerinde gerçekleşmiştir. Gerek yatırımcı kurumların gerekse inşaat firmalarının; yapıların ön tasarım aşamasında kullandıkları ön tahmin yöntemlerinin hata oranlarını bilerek, yaklaşık yapı maliyeti tahmini gerçekleştirmelerinin ihalelere sağlıklı teklifler verilmesi ve projelerin gerçekleştirilebilmesi konusunda katkılar sağlayacağı düşünülmektedir. Çalışmada aynı anda, farklı yöntemlerin kullanılması ile yapılacak tahminlerin farklı yapı/bina tipleri için ve daha önceki çalışmalarla birbirinden farklı sonuçlar verebileceği; bu sebeple her yapı ve yöntem için, firmaların ayrı hesaplar yaparak, farklı güvenilirlik derecelerine ulaşmaları ve alacakları kararları bu kapsamda değerlendirmeleri gerektiğinin altı da çizilmek istenmiştir.

Comparison of Performance of Different Preliminary Cost Estimation Methods in Public School and Hospital Construction Projects in Türkiye: South Marmara Region Example

Abstract

Preliminary cost estimation values required in the design phase of construction projects play a very important role in the realization of the investment. The purpose of this study; to contribute to the determination of deviation amounts in terms of actual construction costs and calculated preliminary costs, and to compare the performances of the above-mentioned methods in school and hospital structures. For this purpose, the quantity surveys and surveys of five schools and two hospital structures (as well as three more hospital structures in three different regions) constructed with public tenders in the Southern Marmara region were taken and their actual costs were found according to the Unit Price Method (with 2021 current prices). The costs of the same structures, this time, were calculated with the aforementioned preliminary cost estimation methods and the deviation rates from the actual costs were investigated. The error rates of the methods were compared without neglecting the Covid 19 Pandemic conditions and high inflationary economic conditions experienced in the world and Türkiye during the relevant time period. According to the obtained data, the Area Method makes a cost estimation with a 113% error in school buildings and a 97% error in hospital buildings; while the Volume Method makes estimates with 121% and 120% errors, respectively. The error rates of the Floor Shell Method were again at the levels of 158% and 203%, respectively. It is thought that both investing institutions and construction companies; Knowing the error rates of the preliminary estimation methods they use in the preliminary design phase of structures and making approximate construction cost estimations will contribute to submitting healthy offers to tenders and realizing projects. In the study, it was determined that the estimations to be made by using different methods at the same time may give different results for different structure/building types and compared to previous studies; For this reason, it is also desired to underline that companies should make separate calculations for each structure and method, reach different reliability levels and evaluate the decisions they will take within this scope.
