TRB2 Bölgesi’nde Kalkınma, İhracat ve Göç İlişkisi: Betimsel Bir Analiz (2014–2023)

Abstract

Bölgesel kalkınma, ekonomik büyümenin ötesinde; toplumsal refahın, beşerî sermayenin ve üretim kapasitesinin birlikte güçlenmesini amaçlayan çok boyutlu bir süreçtir. Bu çalışma, TRB2 Bölgesi’nde (Van, Muş, Bitlis, Hakkâri) kalkınma, ihracat ve göç dinamikleri arasındaki etkileşimi 2014–2023 dönemi için betimsel bir yaklaşımla incelemektedir. Kalkınma göstergesi olarak, sağlık, eğitim ve gelir bileşenlerinden oluşturulan ve UNDP metodolojisi esas alınarak min–max normalizasyon yöntemiyle hesaplanan İnsani Gelişmişlik Endeksi (İGE) kullanılmıştır. Bulgular, TRB2 Bölgesi’nde 2022–2023 döneminde kalkınma göstergelerinde belirgin bir artış yaşandığını; ancak net göç hızının tüm dönemde negatif seyretmesi nedeniyle beşerî sermaye kaybının sürdüğünü göstermektedir. İhracat hacmi, üretim kapasitesinde kısmi toparlanmalara rağmen küresel ve ulusal dalgalanmalara duyarlı kırılgan bir yapı sergilemektedir. Sonuçlar, kalkınma ve göç arasındaki eşgüdümün arttığını, ancak kalkınma–ihracat ilişkisinin dönemsel olarak değişkenlik gösterdiğini ortaya koymaktadır. TRB2 Bölgesi’nde sürdürülebilir kalkınma için beşerî sermayenin güçlendirilmesi, iş gücü niteliğinin artırılması ve ihracat yapabilirliğin geliştirilmesine yönelik politikaların önem taşıdığı vurgulanmaktadır

The Relationship Between Development, Exports and Migration in the TRB2 Region: A Descriptive Analysis (2014–2023

Abstract

Regional development is a multidimensional process that goes beyond economic growth, aiming to strengthen social welfare, human capital, and production capacity simultaneously. This study descriptively examines the interaction between development, exports, and migration dynamics in the TRB2 Region (Van, Muş, Bitlis, Hakkâri) for the period 2014–2023. As an indicator of development, the Human Development Index (HDI) was constructed based on health, education, and income components, using the UNDP methodology and the min–max normalization method. The findings indicate a notable improvement in development indicators in 2022–2023, while the persistently negative net migration rate reveals a continuing loss of human capital from the region. Export volume, despite partial recoveries in production capacity, exhibits a fragile structure that remains sensitive to global and national fluctuations. The results show an increasing coordination between development and migration, while the relationship between development and exports fluctuates across periods. The study emphasizes the importance of strengthening human capital, improving labor quality, and enhancing export capability to achieve sustainable development in the TRB2 Region.
