DISCUSSION AND TRUTH: EPISTEMIC DEMOCRACY IN J. S. MILL

Abstract

Epistemic democracy is an approach that argues democracy is the best form of governance in terms of collective knowledge production. However, the traditional view associates democracy with "attaining the correct knowledge," which is thought to undermine the conflict, competition, and pluralism inherent in democracy. Thanks to epistemic democrats like John Stuart Mill, truth is now considered in a way that aligns with a democratic politics that affirms debate, pluralism, and opposition. The idea here is an understanding of truth that emerges over time in social and political matters, becoming more apparent through intellectual conflicts. Indeed, in some cases, truth claims are politically significant and should become the subject of democratic debates. Therefore, from Mill’s perspective, truth is not fixed and immutable; on the contrary, it is something constructed through conflicts and discussions. In this context, democracy’s epistemic functions—knowledge production, the pursuit of truth, and accuracy—do not contradict its fundamental characteristics of competing viewpoints, disagreements, and pluralism. Thus, democratic processes may be more effective in reaching truth and accuracy through diverse perspectives and critical discussions. In this vein, the aim of this study is to reveal the fundamental dynamics of Mill’s idea that democracy produces knowledge not only through harmony and consensus but also through debate and critical competition.

TARTIŞMA VE HAKİKAT: J. S. MİLL’DE EPİSTEMİK DEMOKRASİ

Abstract

Epistemik demokrasi, demokrasinin kolektif bilgi üretimi açısından en iyi yönetim biçimi olduğunu savunan bir anlayıştır. Oysa geleneksel yaklaşım, demokrasiyi hakikatle ilişkilendirmenin onun doğasındaki çoğulculuk, çatışma ve rekabetle çeliştiğini ileri sürmektedir. Fakat John Stuart Mill gibi epistemik demokratlar sayesinde hakikat; tartışmayı, çoğulculuğu ve muhalefeti tasdik eden demokratik süreçlerle uyumlu biçimde yeniden düşünülmeye başlanmıştır. Mill, hakikati özgür ve çatışan tartışmalardan ortaya çıkan; bilgi, tartışma ve demokrasiyi bütünleştiren alternatif bir epistemolojik model sunmaktadır. Buradaki düşünce, toplumsal ve siyasal meselelerde inkişaf eden, zamanla oluşan ve fikir çatışmalarının sonucunda belirginleşen bir hakikat anlayışıdır. Nitekim bazı durumlarda hakikat iddiaları, politik olarak önemlidir ve demokratik tartışmaların nesnesi haline gelmelidir. Bu nedenle Mill’in perspektifinde hakikat, sabit ve değişmez bir veri değildir; tam aksine hakikat, müzakereler, çatışmalar ve tartışmalar sonucunda inşa edilen bir şeydir. Bu anlayış, Mill’in epistemik demokrasi anlayışı üzerine yapılan çalışmalarda netlik kazanmaz. Örneğin Ivan Cerovac’ın çalışmaları Mill’in çatışmalı fikir ortamını hakikatin oluşumunda merkezi bir koşul olarak değerlendirmesini sistematik olarak ele almaz. Bu çalışma ise, Mill’in hakikati zaman içinde gelişen bir süreç olarak gören yaklaşımını, çatışma, çoğulculuk ve demokratik müzakere temelinde yeniden analiz ederek, onun epistemik demokrasiye sunduğu katkının eleştirel yönünü ön plana çıkarmayı amaçlamaktadır. Böylece demokrasinin epistemik işlevlerinin (bilgi üretimi ya da episteme, doğruluk ve hakikat arayışı), onun temel özellikleri olan farklı görüşlerin rekabeti, fikir ayrılıkları ve çoğulcu tartışma ile nasıl bağdaştığı daha açık biçimde ortaya konacaktır.
