Abstract

The aim of this paper is to analyze the system of Persian satrapies in Anatolia. There are various administrative changes, consequences of the regional and cultural differences of each satrapy. However, in the ancient sources and from the epigraphic documenta­tion there is insufficient information concerning this subject. For this reason, adding this data to the public administrative structure which must be included in the center of each satrapy, this paper aims to identify the complement of common officials for all satrapies. In this context, this work has focused on the satrap assign­ment criteria; the staff under the satraps; sub-satrapies and the local government/management units. The study ends with a general evaluation and compilation of the data employed.

Anadolu’da Pers Satraplık Sistemi

Abstract

Bu makalede, Akhaimenid İmparatorluğu’nun yö­netim sisteminde Anadolu’daki satraplık teşkilatının a­na­lizinin yapılması amaçlanmaktadır. Satraplıklarda böl­gesel ve kültürel farklılıklardan kaynaklanan çeşitli yö­netimsel değişiklikler söz konusudur. Ne var ki, epigra­fik belgeler ve antik kaynaklarda her eyalet için idari biçim­leri belirleyecek yeterli bilgi bulunmamaktadır. Bu ne­denle var olan eksik verilere her satraplık merke­zin­de olması gereken ortak idari yapılar da eklenerek en azın­dan bütün satraplıklar için geçerli hizmetli kadrosu tespit edilmeye çalışılmıştır. Bu bağlamda makalede, eya­letlere satrap atama kriterleri; satrapların altındaki memur kadrosu; alt satraplık bölgeleri ve yönetim bi­rim­lerine ilişkin bilgiler sunulmuştur. Çalışma, kullanı­lan verilerin derlendiği genel bir değerlendirmeyle son­lan­dırılmıştır.
