KENTSEL BÜYÜME DİNAMİKLERİNİN İKLİM DEĞİŞİKLİĞİ ETKİLERİ ÇERÇEVESİNDE YENİDEN İRDELENMESİ

Abstract

Bu çalışmada, kentsel büyüme dinamikleri ile iklim değişikliği arasındaki ilişki ortaya koyulmaktadır. Kentsel büyümenin itici güçleri literatür değerlendirmesiyle ele alınmış ve kentsel büyümede etkin olan her bir girdi iklim değişikliğine etkileri yönüyle incelenmiştir. İki aşamalı literatür değerlendirmesiyle küresel ölçekte öne çıkan UNDP, OECD ve IPCC gibi hem büyümenin sınırlarını ve biçimlerini tarifleyen hem de iklim değişikliği üzerine çalışmalar yapan uluslararası kurumların büyüme yaklaşımı ve iklim değişikliğine ilişkin stratejileri incelenerek konuya dair mekânsal, ekonomik, sosyal ve çevresel değerlendirmeler yapılmaktadır. Literatür değerlendirmesinin ikinci kısmında da Türkiye’de kentsel büyüme ve iklim değişikliğine ilişkin yapılan çalışmalar ortaya koyulmuştur. Kavramsal çerçevede hem uluslararası hem de ulusal yayınlar üzerinden, iklim değişikliği bağlamında kentsel büyüme politikalarının nasıl şekillendirilmesi gerektiği ortaya koyulmuştur.

Çalışma bulgularında, arazi kullanım politikalarının önemine, yapılaşmamış/doğal/hassas alanların varlığının dikkate alınmasına, yerel yönetimlerin konuya dahil edilerek yere özgü değişen iklim değişikliği etkilerine göre büyüme politikalarının gözden geçirilmesine vurgu yapılmıştır. Bir tartışma makalesi niteliğinde olan bu çalışmada, konuya ilişkin belge ve dokümanlar incelenerek yapılan Türkiye değerlendirmesinde de benzer şekilde, kentsel büyüme politikalarında iklim değişikliğinin etkilerinin dikkate alınması gerektiğine değinilmiştir. Yapılan çalışmanın iklim değişikliğinin kentsel büyüme dinamikleri ile ilişkisini ortaya koyması sebebiyle, iklim değişikliğine uyum politikalarının geliştirilmesinde Türkiye için özgün bir yol haritası sunabileceği öngörülmektedir.
