Occupational Health and Safety in the Education Sector: A Trend Analysis of Work Accidents and Occupational Diseases in Türkiye (2008–2023)

Abstract

This study analyzes occupational accidents, occupational diseases, permanent disabilities, and fatalities in the education sector in Türkiye between 2008 and 2023. It explores the annual trends, gender-based differences, and the impact of legal regulations while offering comparative insights through international benchmarks. Following the enforcement of Occupational Health and Safety Law No. 6331, a statistically significant increase was observed in the incidence rates of occupational accidents. While the education sector is often considered low-risk, the post-2015 period reveals the growing influence of hidden hazards such as ergonomic, psychosocial, and organizational factors. Gender-based analyses show that male employees are more exposed to physical risks, whereas female employees experienced an upward trend in permanent disability rates in recent years. Moreover, Türkiye's fatal occupational injury rates exceed the EU average. Findings emphasize the need for sector-specific occupational health and safety policies, gender-sensitive preventive strategies, and strengthened inspection capacity to improve risk management in the education sector.

Eğitim Sektöründe İş Sağlığı ve Güvenliği: Türkiye'de İş Kazaları ve Meslek Hastalıkları Trend Analizi (2008–2023)

Abstract

Bu çalışma, Türkiye'de eğitim sektöründe 2008–2023 yılları arasında meydana gelen iş kazaları, meslek hastalıkları, sürekli iş göremezlik ve ölüm vakalarının yıllara göre seyri ile bu göstergelerin cinsiyete dayalı farklılıklarını ve yasal düzenlemelerin etkilerini analiz etmektedir. Ayrıca, Türkiye verileri uluslararası göstergeler ile karşılaştırılarak sektörel risklerin görünürlüğü artırılmaya çalışılmıştır. 6331 Sayılı İş Sağlığı ve Güvenliği Kanunu’nun yürürlüğe girmesiyle birlikte, özellikle iş kazası insidans oranlarında anlamlı artışlar gözlenmiştir. Eğitim sektörü genel olarak düşük riskli bir alan olarak sınıflandırılsa dahi özellikle 2015 sonrası dönemde yaşanan artışlar, görünmeyen risklerin (ergonomik, psikososyal ve organizasyonel) sektördeki etkisini ortaya koymaktadır. Cinsiyet temelli analizlerde, erkek çalışanların daha yüksek fiziksel riske maruz kaldığı, kadın çalışanlarda ise son yıllarda sürekli iş göremezlik oranlarında artış yaşandığı tespit edilmiştir. Türkiye’nin ölümcül iş kazası oranları, Avrupa Birliği ortalamasının üzerindedir. Elde edilen bulgular, eğitim sektörüne özgü iş sağlığı ve güvenliği politikalarının geliştirilmesi, cinsiyet eşitliği temelli önleyici stratejilerin uygulanması ve denetim kapasitesinin artırılması gerektiğini ortaya koymaktadır.
