The Cyprus Island, which have had a key role strategically in the Eastern
Mediterranean in each period of the history, currently keeps its importance. Due to its strategic
importance, the political conflicts that exist in the island throughout the history still keep going
on. The Cyprus issue, started in late 1950’s, have been one of the most important matters that
affects the Turkish Foreign Policy and the internal political life and Turkish Foreign Policy
have changed dramatically with this issue. With the start of the Cold War Period that follows
the end of the World War II, Turkey had chosen to follow up a unilateral pro-Western foreign
policy. However in the Cyprus issue that peaked in 1974, Turkey couldn’t get the necessary
support from its Western allies and instead was punished by US weapon embargo. In this
period it was bitterly experienced that the followed unilateral foreign policy had harmed the
national benefits. Afterwards Turkey has preferred to follow a more balanced multilateral
foreign policy rather than a policy indexed to NATO and US-Soviet rivalry. In this article
the relationships among Turkey, US and USSR are analyzed from political aspects and in
the context of international system within the framework of the Cyprus issue in the Turkish
Foreign Policy by scanning the archives and the Soviet press. When the nature of Turkish-
USSR relations and the historical facts were examined in the context of a dynamical analysis
and synchronous historical overview, citated relation appeared as a dependent factor of the
international system and developments in their internal politics.
