Abstract
Eğitim, toplumsal yapının önemli etkenlerinden biridir. Demokratik toplumların vazgeçilmez bileşenlerinden olan siyasi partiler, toplumu yönetmeye ilişkin politikalarını, toplumun beklenti ve sorunlarına yönelik vaatlerini seçmen kitlelerine seçimler öncesi propagandalarla duyurup ikna etmeye çalışırlar. Seçim bildirgeleri de bir propaganda aracı olarak önemli bir işleve sahiptir. Bu çalışmada, 2015‟de yapılan 7 Haziran tarihli Genel Seçimlere katılan ve barajı geçen Adalet ve Kalkınma Partisi(AKP), Cumhuriyet Halk Partisi(CHP), Halkların Demokratik Partisi(HDP) ve Milliyetçi Hareket Partisi(MHP)‟nin seçim bildirgelerindeki eğitim politikaları, eğitimin niteliğini sağlaması açısından çözümlenmeye çalışılmıştır. Araştırma, nitel bir çalışmadır. Veri toplama aracı hazırlamak için alan yazından eğitimin niteliğine ilişkin boyutlar belirlenmiştir. Bu boyutlar çerçevesinde veri toplamak amacıyla bildirgeler içerik analizine tabi tutularak temel ve alt boyutlar oluşturulmuştur. Yapılan analizler sonucunda dört partinin bildirgelerinde eğitime farklı başlık ve farklı kapsamda yer verdikleri belirlenmiştir. Dört partinin eğitim anlayışlarına partilerinin ideolojik yaklaşımlarının yansıdığı anlaşılmıştır. Partilerin eğitimin niteliğine ilişkin okul, öğrenci, öğretmen, eğitim-öğretim sistemi ve müfredata yönelik hedeflerinde genellikle soyut ifadelerin hâkim olduğu görülmüştür. Ancak her partinin somut bazı önerileri de bulunmaktadır. AKP‟nin Ulusal Öğretmen stratejisi belgesinin geliştirilmesi, oyun tabanlı öğrenmenin, sorun çözme ve proje tabanlı öğrenmenin uygulanması önerileri vardır. Yeni okullar inşa edilmesi, yönetici atamada objektif ilkelerin uygulanması, tekli eğitim sistemi, öğretmenlik mesleğinin devlet kadroları içindeki statüsünün arttırılması CHP‟nin önerileri arasında yer almaktadır.HDP‟nin somut önerileri arasında 4+4+4 sisteminin kaldırılması, toplumsal cinsiyet dersinin zorunlu olarak okutulması gibi konular bulunmaktadır.Zorunlu eğitimin 13 yıla çıkarılması, lise bitirmede olgunlaşma sınavı uygulanması MHP‟nin somut önerileri arasında göze çarpanlardır. Eğitimin niteliğini etkileyecek bir unsur olarak okul güvenliği konusuna sadece CHP‟nin bildirgesinde yer verildiği saptanmıştır. Son dönemlerde ülkemiz açısından önemli bir sorun olarak ele alınması gereken Suriyeli göçmen çocukların eğitimi konusuna hiçbir partinin bildirgelerinde yer vermediği görülmüştür
An Analysis Of Policy Of The Parties Reached The Electoral Threshold In General Elections Of 2015 In Relation To The Quality Of Education
Abstract
Education is one of the most important factors in social structure. Political parties, which are irreplaceable elements of democratic society, announce their notion of governing the society, their commitments to the problems and expectation of the public and they try to convince the electorate through propaganda before elections. Election manifestos play an important part in propaganda campaigns. The aim of this study is to analyse the educational policies outlined in the election manifestos of the parties -Justice and Development Party (AKP), Republican People's Party‟s (CHP), Peoples' Democratic Party (HDP), Nationalist Movement Party (MHP) - participated and reached the electoral threshold in the general election on June 7, 2015 and on November 1, 2015, in terms of maintaining educational quality. This is a qualitative research. In order to prepare a tool for data gatering, aspects of quality of education were specified by reviewing the literature. Concerning these aspects, the content of election manifestos were analysed and main aspect and others related to these main aspects were composed to collect data. It is observed that the objectives of parties related to quality of education such as school, student, teacher, education system, curriculum are usually dominated by abstract experssions. However, each party has some tangible suggestions. The Justice and Development Party made recommendation on development and implemetation of The National Strategies for Teachers, application of play-based learning, problem solving and project based learning. Republican People‟s Party suggested building new schools, practicing objective elements in assigning principles, removing dual shift system at schools, improving the position of teachers in civil service. The issues of terminating 4+4+4 educational system, running compulsory courses in gender mainstreaming were recommended by Peoples‟ Democratic Party. Extending compulsory education to 13 years, setting maturity exam which is taken by young adults at the end of high school are some of the remarkable, concrete suggestions of Nationalist Movement Party. Security of the schools which has notable impact on the quality of education was only mentioned in the election manifesto of Republican People's Party (CHP). Moreover, none of the parties are seen to include the subject of education for Syrian immigrant children which is a recent problem that has to be tackled for our country
