Merkez-Yerel Etkileşimini Anlamak: OECD Üyesi Ülkelerde Mali Yerelleşmenin Ekonomik Performans Üzerindeki Rolü ve Etkileri

Abstract

Bu çalışma, mali desantralizasyon ve ekonomik büyüme arasındaki Granger nedensellik ilişkisini 1994-2022 döneminde 23 OECD üyesi ülkenin eksiksiz panel veri seti vasıtasıyla analiz etmektedir. Yerel vergiler ve gayrisafi yurtiçi hasılanın varyasyonları, mali yerelleşme ve büyüme göstergesi olarak kullanılmıştır. Bulgular, federal devletlerde merkeziyetçilikten yerele geçişin güçlü karşılıklı nedensellik oluşturduğunu, ancak kaynakları sınırlı üniter yerel yönetimlerde bu ilişkinin zayıf kaldığını göstermektedir. Ayrıca, yerel mali güçlenmenin ekonomik büyümeyi ve kişi başı gelir artışını desteklediği tespit edilmiştir. Çalışma, yerel yönetimlerin ekonomik performanstaki rolüne ve uyarlanabilir politika gerekliliklerine vurgu yapmaktadır. Sonuçlar, ekonomik gelişme ve mali tevzinin güçlenmesi arasındaki karşılıklı besleme mekanizmalarına da dikkat çekmektedir.
