The Planning Approach to Climate Change-Induced Migration

Abstract

Climate change is widely recognized as a significant reason of migration that directly affects urban settlements worldwide. Although the issue of climate change has long been a focus for researchers and policymakers, climate change-induced migration constitutes a relatively new area of inquiry across many disciplines. The movement away from potential life-threatening conditions and the enhancement of resilience in response to changing environmental circumstances represent a traditional and inherent aspect of human adaptive capacity. Thus, it is evident that migration serves a critical function in adapting to changing conditions. In the present day, this function has become one of the primary solutions for coping with the adverse effects of climate change. From this point, the study conducts comprehensive analyses of the causes and consequences of climate change-induced migration, focusing on mitigation, adaptation, and resilience policies that can be developed for urban areas increasingly vulnerable due to climate change and disasters. Furthermore, the study emphasizes the common characteristics of regions with high susceptibility to climate change and also examines what kinds of planning approaches may be necessary to minimize the observed pressures of climate change-induced migration in urban areas and to successfully manage resilient urban planning processes within the context of sustainable development indicators. In conclusion, it has been demonstrated that, compared to previous periods, a more prepared, conscious, and expert process in risk management is being followed in response to environmental, economic, and social vulnerabilities.

İklim Değişikliği Kaynaklı Göçlere Yönelik Planlama Yaklaşımı

Abstract

İklim değişikliği dünya genelinde kentsel yerleşim alanlarını doğrudan etkileyen önemli bir göç nedeni olarak kabul görmektedir. Her ne kadar iklim değişikliği konusu uzun zamandır araştırmacıların ve karar mekanizmalarının gündemini meşgul ediyor olsa da iklim değişikliği kaynaklı zorunlu göç pek çok disiplin için yeni bir araştırma konusudur. Çevresel koşulların değişmesi karşısında olası yaşamsal tehditlerden uzaklaşılması ve dirençliliğin artırılması insanın uyumlanma becerisinin geleneksel ve olağan bir parçasıdır. Dolayısıyla göç etme olgusunun değişen koşullara uyum sağlamak adına kritik bir işlevi olduğu açıktır. Günümüzde ise bu işlev, iklim değişikliğinin olumsuz etkileriyle başa çıkma noktasında temel çözüm yollarından biri haline gelmiştir. Bu noktadan hareketle, çalışma kapsamında iklim değişikliği kaynaklı göçün nedenleri ve sonuçları üzerine kapsamlı incelemeler yapılmış olup, iklim değişikliği ve afetler sebebiyle zamanla daha kırılgan hale gelen kentsel alanlarda geliştirilebilecek azaltma, uyum ve dirençlilik politikalarına odaklanılmıştır. Ayrıca, çalışmada iklim değişikliğine duyarlılığın yüksek olduğu bölgelerin ortak özellikleri üzerinde durulmuş, kentsel alanlarda iklim değişikliği kaynaklı göçün gözlenen baskılarını en aza indirilmesi ve sürdürülebilir kalkınma göstergeleri bağlamında dirençli kent planlama süreçlerini başarıyla yönetebilmek adına ne tür planlama yaklaşımlarına ihtiyaç duyulabileceği incelenmiştir. Sonuç olarak, çevresel, ekonomik ve sosyal duyarlılıklar karşısında önceki dönemlere kıyasla daha hazırlıklı, bilinçli ve risk yönetim süreçlerinde uzmanlaşılan bir süreç izlendiği ortaya konulmuştur.
