EXAMINING THE E-PARTICIPATION LEVELS OF PUBLIC INSTITUTIONS: A STUDY ON WEBSITES OF THE MINISTRIES IN TURKEY

Abstract

Participation, which dates back to Ancient Greece, where democracy was born, has gained a different dimension with the development of Information and Communication Technologies (ICT) and has begun to be discussed within the framework of a new phenomenon conceptualized as "E-participation”. Central governments, public institutions and local governments increasingly utilize E-participation tools to ensure that citizens are more involved in decision-making processes and to increase democratic participation. The aim of this study is to provide an analysis framework regarding the extent to which the websites of ministries at the central level meet the e-participation levels. To achieve this, the websites of 17 ministries in Turkey were examined based on three levels of participation: E-information, E-consultation, and E-decision making. As a result of the research, it was emphasized that although the ministries in Turkey are successful in informing citizens in many areas such as the functioning of the ministry, legislation, projects and plans through their websites, they require further improvements in ensuring active participation in decision-making processes.

KAMU KURUMLARININ E-KATILIM DÜZEYLERİNİN İNCELENMESİ: TÜRKİYE’DEKİ BAKANLIKLARIN WEB SİTELERİ ÜZERİNE BİR ARAŞTIRMA

Abstract

Demokrasinin doğduğu Antik Yunan’a kadar uzanan katılım, Bilgi ve İletişim Teknolojilerinin (BİT) gelişmesiyle farklı bir boyut kazanmış ve “E-katılım” olarak kavramsallaştırılan yeni bir olgu çerçevesinde tartışılmaya başlanmıştır. Merkezi hükûmetler, kamu kurumları ve yerel yönetimler, vatandaşların karar alma süreçlerine dâhil olmalarını sağlamak ve demokratik katılımı artırmak amacıyla E-katılım araçlarını giderek daha fazla kullanmaktadır. Bu çalışmanın amacı, bakanlıkların web sitelerinin E-katılım düzeylerini ne ölçüde karşıladığına ilişkin bir analiz çerçevesi sunmaktır. Bu amaç doğrultusunda E-bilgilendirme, E-danışma ve E-karar alma olmak üzere üç katılım düzeyine yönelik araçlar referans alınarak Türkiye'de bulunan 17 bakanlığın web siteleri incelenmiştir. Araştırma sonucunda Türkiye'deki bakanlıkların web siteleri üzerinden bakanlığın işleyişi, mevzuatı, projeleri, planları gibi pek çok alanda vatandaşları bilgilendirme konusunda başarılı olsa da, karar alma süreçlerine aktif katılımını sağlama konusunda daha fazla gelişime ihtiyaç duyduğu vurgulanmıştır.
