Çok Kriterli Karar Verme Tekniklerini Kullanarak Serbest Bölge Yer Seçimi: Doğu Anadolu Bölgesi Örneği

Abstract

Serbest Bölgeler; istihdamı artırarak, yabancı sermaye çekerek, teknoloji transferine olanak sağlayarak ve ihracatı artırarak kurulduğu bölgenin refahına katkıda bulunur. Bu çalışmada, Doğu Anadolu Bölgesi illerinde kurulacak olası bir Serbest Bölge için yer seçim uygulaması yapılmıştır. Bu uygulama için Çok Kriterli Karar Verme tekniklerinden AHP, TOPSIS, VIKOR ve ELECTRE kullanılmıştır. Serbest Bölge yer seçiminde etkili olan kriterlerin ağırlıklarını belirlemek için AHP kullanılırken alternatifleri arasında sıralama yapmak için TOPSIS, VIKOR ve ELECTRE yöntemleri kullanılmıştır. Buna göre; Serbest Bölge yer seçiminde etkili olan en önemli üç kriter ülkelere yakınlık, ihracat miktarı ve devlet teşviki olurken Serbest Bölgenin kurulacağı ilk üç il sırasıyla Iğdır, Hakkâri ve Van olduğu tespit edilmiştir.

Using Multicriteria Decision Making Techniques in Free Zone for Facility Location Selection: An Example for Eastern Anatolia Region

Abstract

Free Zones contribute to the prosperity of the region by increasing employment, attracting foreign capital, allowing technology transfer and increasing exports. In this study, an application of location selection was performed for a possible Free Zone established in provinces of Eastern Anatolia Region. For application of the study, AHP, TOPSIS, VIKOR and ELECTRE, which are multi criteria decision making techniques, were used. AHP was used for determine weights of the criteria that influence the Free Zone location selection while TOPSIS, VIKOR and ELECTRE methods were used to rank alternatives. Accordingly; the three most important criteria for the Free Zone location selection were proximity countries, quantity of exports and government incentives while first three provinces were respectively, Iğdır, Hakkâri and Van for Free Zone will be established.
