APPROACHES FOR ROAD SAFETY IMPROVEMENT EVALUATION
Abstract
The consequence of increasing population and increasing number of traffic volume, road safety
improvement is becoming a major policy for the road authorities. Road accidents create both social and
economic cost on the country’s economy. When this is taken into consideration, the optimizing solution would
not be the best countermeasure application. It is therefore important to display different solution alternatives
considering the budget limitations of the road authorities. So while maximizing the road safety, the economical
evaluation always plays an important role. In other words the effectiveness of different solution alternatives has
to be questioned.
The objective of this work is to study the selection procedure of road countermeasures and compare the
improvement alternatives according to their cost-effectiveness on the selected rural roads in Turkey. For this
purpose, a web-based tool, Best Practice Safety Information Expert System (SEROES), and a computer based
tool, Decision Support Safety Tool (DST) are used. The best Practice Safety Information Expert System is used
to select an appropriate measure for the road safety problem; on the other hand, Decision Support Tool is used
to implement the cost effectiveness analysis regarding the accident reduction effect of the measures and their
cost.
