RETHINKING THE ROLE OF CULTURAL POLICIES UNDER THE SHADOW OF PANDEMIC

Abstract

This study has aimed to discuss the possibilities and restrictions of a new cultural policy in Turkey under the conditions of COVID-19 in which it has been entered its third year that the present study was written. In this sense, the present study has endeavoured that the improvement of a number of alternative set of cultural policy proposals based on comparative policy and cultural policy analysis. However, it should be noted that the creative industries ecosystem and its widespread associates have rediscovered in the very common cross-sections of neo liberalism and the transformations of knowledge society, so, at this point this said interactions between neo liberalism and the transformations of knowledge society have provided an important opportunity, if at all, for a reconsideration of cultural policies in the case of Turkey. In this stance, under the hegemony of neo liberalism, it should be noted that, within the dominant political stance has followed the industrial policies rather than cultural policies for the creative ecosystem and its associates, yet, the author of the present article has argued that this kind of political configuration has brought about an establishment of fragile ecosystem, especially, in the case of COVID-19. In this sense, within the present article a number of alternative political proposals have been improvement.

PANDEMİ GÖLGESİNDE YARATICI ENDÜSTRİLER EKOSİSTEMİ İÇİN KÜLTÜR POLİTİKALARININ ROLÜNÜ YENİDEN DÜŞÜNMEK

Abstract

Bu çalışma; çalışmanın yazıldığı dönem içerisinde üçüncü yılına giren COVID-19 koşulları altında yeni bir kültür politikasının olanak ve sınırlarını Türkiye özelinde tartışmayı amaçlamıştır. Çalışma, bu doğrultuda, karşılaştırmalı siyasa analizi ile kültür politikası analizleri üzerinden alternatif bir dizi siyasa önerisi geliştirmektedir. Bununla birlikte, yaratıcı endüstriler ekosistemi ve geniş bileşenler ağının neo liberalizm ve bilgi toplumu dönüşümlerinin tam da ortak kesitlerinde yeniden keşfedilen doğasının, hiç değilse, kültür politikalarının yeniden ele alınması için önemli bir olanak sunduğu belirtilmelidir. O denli ki, neo liberalizmin hegemonyası altında yaratıcı endüstriler ekosistemi için kültür politikalarından daha çok, endüstriyel politikaların izlenmesinin, hiç değilse, krizler karşısında kırılgan bir ekosistemi oluşturduğu tam da küresel salgın dönemi ile birlikte ortaya çıkmıştır. Bu doğrultuda çalışma içerisinde, odağında Türkiye yaratıcı endüstriler ekosisteminin olduğu bir dizi politika önerisi geliştirilmiştir.
