Fatwa, which means an answer that reveals the verdict of a fiqh issue, or ifta, which means to reveal the verdict of a religious issue, is an extremely important social and religious duty that requires responsibility. In our country, this heavy duty is fulfilled by the Supreme Council of Religious Affairs, the highest decision and advisory body of the Presidency of Religious Affairs of Türkiye, with the method of collective ijtihad. It is also a fact that these decisions and fatwas generally change based on reasons such as time (fasâd al-zaman), place, custom, situation, knowledge, differentiation/ change of needs and umûm al-balvâ. In this article, it has been tried to examine the decisions and fatwas of the Supreme Council of Religious Affairs regarding different fields of fiqh and current fiqh problems within the framework of the above distinction, to deal with those subjects to change in the process comparatively, to determine the reasons for their change and to question whether they acted methodically or not.
