YAPAY ZEKÂ ve KÜRESEL NOOPOLİTİK DÜZEN: ALGORİTMİK YÖNETİŞİM, BM VE NOOPOLITICUS

Abstract

Bu makalede, Yapay Zekâ’nın (YZ) devlet ve devlet üstü seviyelerde kullanımına ilişkin olarak mevcut örnekler ele alınmakta ve YZ ile Küresel Noopolitik Düzen arasındaki ilişki analiz edilmektedir. İlk olarak Algoritmaların sosyal düzeni üretme gücü, hukuk, eğitim, sağlık ve siyasetteki kullanım örnekleriyle tartışılır. Bu bağlamda, demokratik meşruiyet ve şeffaflık için algoritmaların açık kaynaklı ve denetlenebilir olması gerektiği vurgulanır.

Birleşmiş Milletler (BM) inisiyatifleri (Global Digital Compact, UNDP Dijital Stratejisi vb.) ışığında YZ’nin barış inşası, iklim kriziyle mücadele, sağlık ve Sürdürülebilir Kalkınma Hedefleri alanlarındaki rolü incelenir. Çalışmada, Noopoliticus adlı bir kavramsal YZ Karar Destek Sistemi önerilmektedir. Bu platform, insanlığın klasik ve modern bilgi birikimini (felsefe, tarih, siyaset, hukuk vb.) Büyük Veri ile bütünleştirerek küresel yönetişimde karar destek sistemi rolü üstlenecektir. Noopoliticus, blockchain, makine öğrenmesi, genetik algoritmalar, ses/görüntü tanıma gibi tekniklerle bilgelik odaklı bir epistemolojik veri tabanı inşa etmeyi amaçlar.

Makale, YZ’nın küresel ölçekte daha adil, barışçıl ve doğa ile uyumlu bir düzen yaratabileceği sonucuna varmaktadır.

AARTIFICIAL INTELLIGENCE AND GLOBAL NOOPOLITICAL ORDER: NOOPOLITICUS, ALGORITHMIC REGULATION AND UN

Abstract

This article examines existing examples of the use of Artificial Intelligence (AI) at the state and supra-state levels and analyzes the relationship between AI and the Global Noopolitical Order. First, the power of algorithms to produce social order is discussed through examples of their use in law, education, health, and politics. In this context, it is emphasized that algorithms should be open-source and auditable for democratic legitimacy and transparency.

The role of AI in peacebuilding, combating the climate crisis, health, and the Sustainable Development Goals is examined in light of United Nations (UN) initiatives (Global Digital Compact, UNDP Digital Strategy, etc.). The study proposes a conceptual AI Decision Support System called Noopoliticus. This platform will integrate humanity's classical and modern knowledge (philosophy, history, politics, law, etc.) with Big Data, assuming the role of a decision support system in global governance. Noopoliticus aims to build a wisdom-focused epistemological database using techniques such as blockchain, machine learning, genetic algorithms, and speech/image recognition. The article concludes that AI can create a more just, peaceful, and nature-friendly order on a global scale.
