EVALUATION OF VACCINES AS A GLOBAL PUBLIC GOODS SOLUTION IN COMBATING THE COVID-19 PANDEMIC

Abstract

It was unlikely that humanity could not cope with a virus in the 21st century due to its scientific and technological know-how. However, the year 2020 was spent struggling with the Covid-19 pandemic that spread all over the world. All the measures implemented by the countries only prevented the spread of the virus for a certain period of time. The most effective way for the virus to lose its effectiveness seems to be vaccines for now. However, if a sufficient and balanced vaccination is not made, it may cause the pandemic to continue for a long time. In this study, it was examined that the supply problem can be solved in a more effective and humane way by including Covid-19 vaccines in the global public goods class in terms of public finance. In the study, firstly the concept of public goods, which is one of the market failures, and then the basic philosophy of global public goods has been put forward. Later, the global effects of the Covid-19 pandemic were discussed and it has been stated that the methods and tools of combating the pandemic are included in the health class of global public goods. The socioeconomic damages and destructive effects of the pandemic in the world have been revealed in the light of data. As a result, it was concluded that the acceptance of Covid-19 vaccines as a global public good instead of a private good would be one of the most effective methods in minimizing the effects of the pandemic.

COVID-19 PANDEMİSİ İLE MÜCADELEDE AŞILARIN KÜRESEL KAMUSAL MAL ÇÖZÜMÜ OLARAK DEĞERLENDİRİLMESİ

Abstract

İnsanlığın elde ettiği bilimsel ve teknolojik birikimlerinden dolayı 21.yy’da bir virüsle baş edememesi pek muhtemel değildi. Ancak 2020 yılı tüm dünyaya yayılan Covid-19 pandemisi ile mücadele etmekle geçmiştir. Ülkelerin uyguladığı tüm tedbirler sadece virüsün belli bir süre yayılmasını önlemiştir. Virüsün etkinliğini kaybedebilmesi için en etkili yol şimdilik aşılar olarak gözükmektedir. Ancak yeterli ve dengeli bir aşılama yapılmadığı takdirde, bu durum pandeminin uzun süre devam etmesine neden olabilecektir. Bu çalışmada Covid-19 aşılarının kamu maliyesi açısından küresel kamusal mallar sınıfına dahil edilerek tedarik sorununun daha etkin ve insani bir şekilde çözülebileceği irdelenmiştir. Çalışmada öncelikle piyasa başarısızlıklarından olan kamu malları kavramı ve devamında küresel kamusal malların temel felsefesi ortaya konulmuştur. Daha sonra Covid-19 pandemisinin küresel ölçekte etkileri ele alınıp, küresel kamusal mallardan sağlık sınıfına dahil olduğu belirtilmiştir. Pandeminin dünyada sosyoekonomik tahribatları ve yıkıcı etkileri veriler ışığında ortaya konulmuştur. Sonuç olarak Covid-19 aşılarının özel mal yerine küresel kamu malı olarak kabul edilmesinin pandeminin etkilerinin en aza indirilmesinde en etkili yöntemlerden biri olacağı sonucuna varılmıştır.
