Abstract

Taxes are one of the most important finance sources of public. Taxes have important impacts on basic economy indicators.The relationship between economic growth and tax revenue in Turkish economy using annual data for 1924-2009 period, has been studied with bound testing approach. In our anlalysis taxes are divided into direct and indirect taxes. The results of the analysis suggest the existence of co-integration relationship between series and series moved together in the long term. In the long term analysis, a relationship between indirect-direct taxes and economic growth has a meaningful and positive impact. In the short term analysis, the coefficient of error correction term was found negative and statistically meaningful. This means that the deviation, which took place in the short term between series which moved together in the long term, has disappeared and series came close to each other. Again, it was observed that in the short-term analysis effect of taxes on growth is positive and statistically meaningful

Abstract

Vergiler, kamunun en önemli finansman kaynağıdır. Vergilerin, ekonominin temel göstergeleri üzerinde önemli etkileri vardır. Bu çalışmada, Türkiye’de ekonomik büyüme ile vergi gelirleri arasındaki ilişki, 1924-2009 dönemi yıllık verileri kullanılarak, sınır testi yaklaşımıyla araştırılmıştır. Çalışmada, vergiler dolaylı ve dolaysız vergiler olmak üzere ikiye ayrılarak analize dahil edilmiştir. Yapılan analiz sonucunda; seriler arasında eş-bütünleşme ilişkisinin var olduğu yani serilerin uzun dönemde birlikte hareket ettikleri bulunmuştur. Uzun dönem analizinde, dolaylı ve dolaysız vergiler ile ekonomik büyüme arasında pozitif yönlü ve anlamlı bir ilişki tespit edilmiştir. Dolaysız vergilerin etkisinin dolaylı vergilerden daha yüksek olduğu görülmüştür. Kısa dönem analizinde; hata düzeltme teriminin katsayısı negatif işaretli ve istatistiksel olarak anlamlı çıkmıştır. Yani uzun dönemde birlikte hareket eden seriler arasında, kısa dönemde meydana gelen sapmaların, ortadan kalktığı ve serilerin tekrar uzun dönem ilişkisine yakınsadığı görülmüştür. Yine kısa dönem analizinde, her iki vergi türünün de ekonomik büyümeyi pozitif yönde ve istatistikî olarak anlamlı düzeyde etkilediği görülmüştür
