Developmental Foreign Policy

Abstract

Considering the changing economic and social parameters as of the
1980s, the concept of "Developmental State" has become an interdisciplinary not
only focusing on economic layout as in previous years but also including different
dimensions (economic, social, diplomatic and security). Especially after the 2008
financial crisis, when Western hegemonic international political economic system
has evolved into a hybrid structure consisting of "Developmental States" whose
applications can vary from country to country, foreign policy has been given greater
importance by developing countries than in the past. In this study, a literature study
will be conducted on "Developmental Foreign Policy" by examining the conceptual
dimensions of the "Developmental State" approach introduced in the Washington
Consensus, Post-Washington Consensus periods and today, and the concept of
Developmental Foreign Policy will be opened to discussion under the main
dimensions of economic, social, diplomatic and security.

Kalkınmacı Dış Politika

Abstract

1980’li yıllar itibarıyla değişen ekonomik ve sosyal parametreler birlikte
değerlendirildiğinde “Kalkınmacı Devlet” kavramı, geçmiş yıllarda olduğu gibi
sadece ekonomik büyüklüğe odaklanmayan ve farklı boyutları (ekonomik, sosyal,
diplomatik ve güvenlik) aynı anda içeren interdisipliner bir hale gelmiştir. 2008
mali krizinin ardından Batı hegomonyasındaki küresel politik ekonomi düzeninin
yerini alan ve uygulamaları ülkeden ülkeye değişiklik gösterebilen “Kalkınmacı
Devlet”’lerden oluşan karma ve hibrit bir yapıya evrilen uluslararası sistem içinde
dış politikaya gelişmekte olan ülkeler tarafından geçmişte olduğundan daha büyük
önem verilmeye başlanmıştır. Bu çalışmada, “Kalkınmacı Devlet” yaklaşımının
Washington Konsensüsü, Post-Washington Konsensüsü dönemlerinde ve
günümüzde ortaya konulan kavramsal boyutları irdelenerek bu çerçevede
“Kalkınmacı Dış Politika” üzerinden bir literatür çalışması yapılacak ve bu kavram
ekonomik, sosyal, diplomatik ve güvenlik ana boyutları altında belirlenen alt
parametreler çerçevesinde tartışmaya açılacaktır.
