Abstract

Bu çalışma, ekonomik sistemin işleyiş mekanizmasının sürekli kriz üretme eğilimine dayandığını ve bu eğilime bağlı olarak heterodoks yaklaşıma dayalı maliye politikasının önemini ele almaktadır. Kapitalist sistemde kamu maliyesinin işlevleri, devletin ekonomiye müdahale araçlarının kullanım biçimi ile yakından ilişkilidir. Birbirine bağlı ekonomik ve siyasal alanların çeşitli biçim ve yöntemlerle görünürde ayrışması kapitalist sistemin temel özelliğini oluşturmaktadır. Maliye politikası devletin kamu bütçesi yoluyla ekonomik ve sosyal yapıyı yeniden düzenlemesinin önemli bir aracı olarak ekonomik ve siyasal süreçler arasındaki ilişkiyi görünür kılmaktadır. Dolayısıyla bu çalışmada maliye politikasının iktisadi gelişmenin bütün süreçleri açısından önemli bir müdahale aracı olduğu savı ileri sürülmektedir. Bu çerçevede heterodoks yaklaşımlar iktisadi, sosyal ve siyasal süreçleri tarihsel bağlamları içerisinde bir bütün olarak ele almaya ilişkin kuramsal temel oluşturmaktadır. Dolayısıyla heterodoks ve ana akım yaklaşımların, devletin işlevleri, kamu maliyesi anlayışı ve maliye politikası seçenekleri arasındaki farkları ifade edecek biçimde bir ayırıma tabii tutulabileceğini önermektedir. Buradan hareketle heterodoks yaklaşıma dayalı maliye politikası seçeneklerinin derinleşerek devam etmekte olan ekonomik krize karşı bir çözüm aracı olma potansiyeli taşıdığı ve bunun gerekliliği tartışılmaktadır.

PERMANENT CRISIS TENDENCY AND THE IMPORTANCE OF HETERODOX FISCAL POLICY

Abstract

This study deals with the fact that the functioning mechanism of the economic system is based on the tendency to constantly produce crises and, depending on this tendency, the importance of fiscal policy based on a heterodox approach. The functions of public finance in the capitalist system are closely related to the use of state intervention tools in the economy. The apparent separation of interconnected economic and political spheres in various forms and methods constitutes the basic feature of the capitalist system. Fiscal policy makes visible the relationship between economic and political processes as an important tool for the state to reorganize the economic and social structure through the public budget. Therefore, this study argues that fiscal policy is an important intervention tool for all processes of economic development. In this context, heterodox approaches provide the theoretical basis for considering economic, social and political processes as a whole within their historical contexts. Therefore, he suggests that heterodox and mainstream approaches can be differentiated in a way that expresses the differences between the functions of the state, the understanding of public finance and fiscal policy options. Based on this, it is argued that fiscal policy options based on a heterodox approach have the potential to be a solution tool against the deepening and ongoing economic crisis and that this is necessary.
