Developing The Subwatershed Management Planning Of Kovada Lake

Water is one of the important natural resources for all the living creatures. Water resources are indispensable for existence of human and eco-system, economical development, power generation, national security. Today, the water resources have gained more complicated problems with the increasing effects of various factors ( space usages without plan, drought, climactic changes, faulty management systems, etc. ). However, various management models are developed to solve these problems, use water sensibly and realistically. Watershed management is one of these models. Watershed management aims at managing the water along with ecological principles, participant logic, effective data base and all the natural resources in the watershed forming its natural borders. In this study, a ‘’Watershed Management Planning’’ and a ‘’management structure’’ concerning this planning were developed in the Subwatershed of Kovada Lake. The watershed management planning consists of the phases of “forming the ideal aims, determining the aims of activities, determining the activities, evaluating the restrictives and disincentives, developing the planning of activity and evaluating the plan’’. The structure of the management was developed depending on “watershed authorities’’, in which all the participants in the watershed take part and are responsible. When the applicability of  The Sunwatershed Management Planning in Turkey was evaluated, it was seen that the management of the present water resources in Turkey was insufficient for that kind of application and it even could cause new problems concerning the management. For that reason, some suggestions concerning the applicability of the watershed management planning in Turkey were developed in the study. 

Su, yaşayan bütün canlılar için önemli doğal kaynaklardan biridir. Su kaynakları, insan ve ekosistem varlığı, ekonomik kalkınma, enerji üretimi, ulusal güvenlik için vazgeçilmezdir. Günümüzde su kaynakları, çeşitli faktörlerin artan etkisiyle (plansız alan kullanımları, kuraklık, iklimsel değişiklik, hatalı yönetim sistemleri, vb.), çözümlenmesi daha da zor sorunlara sahip olmuştur. Ancak sorunların çözümlenmesi, suyun akılcı ve gerçekçi kullanımı için çeşitli yönetim modelleri geliştirilmiştir. Havza yönetimi, bu modellerden biridir. Havza yönetimi suyu doğal sınırını oluşturan havzada, ekolojik ilkeler, ekonomik gerçekler, katılımcı mantık, etkili veri tabanı ve tüm doğal kaynaklarla birlikte yönetmeyi hedeflemektedir. Bu araştırmada, Kovada Gölü Alt Havzasında bir “Havza Yönetim Planı” ve bu yönetim planına ilişkin bir “yönetim yapısı” geliştirilmiştir. Havza yönetim planı, “ideal hedeflerin oluşturulması, faaliyet hedeflerini belirleme, faaliyetleri belirleme, sınırlayıcı ve engelleyicilerin değerlendirilmesi, faaliyet planı oluşturma ve planı değerlendirme” aşamalarından oluşmaktadır. Yönetim yapısı havzadaki tüm katılımcıların yer aldığı ve sorumluluk sahibi olduğu “havza kurulları” temelinde geliştirilmiştir. Alt Havza Yönetim Planı’nın Türkiye’de uygulanabilirliği değerlendiğinde, Türkiye’deki mevcut su kaynakları yönetiminin böyle bir uygulama için yetersiz olduğu, hatta yönetime ilişkin yeni sorunlara sebep olabileceği görülmüştür. Bu nedenle araştırmada havza yönetim planının, Türkiye’de uygulanabilirliğine yönelik öneriler geliştirilmiştir.
