Halk Sağlığında Yeni Yönelim: Halk Sağlığı Öz Yeterlikleri

Abstract

Sağlık hizmetlerinin temel amacı, sağlıklı bir toplum yaratmaktır. Bu olgu başlı başına bir amaç olduğu gibi, sosyal ve ekonomik kalkınmanın da en temel amaçlarından biridir. Günümüzde ulusların en büyük zenginlik kaynağı, sağlıklı ve eğitilmiş insan gücü olarak kabul edilmektedir. Yüzyılımızda bilimsel, teknolojik ve sosyal alandaki hızlı gelişme ve değişmelere uyum sağlayamayan profesyonellerin mesleki yetersizliğe ve verimsizliğe düşmeleri kaçınılmazdır. Son yıllarda tıp alanında sağlık çalışanlarının alanlarına özgü her daim hazır oluşlarını sağlamak için standartlaştırılmış, ölçülebilir bir yeterliğe ulaşmaları gerekmektedir. Yeterlikler, kurumun fonksiyonları ve bunları eleştirmek için kurum üyeleri tarafından gösterilen bilgi, yetenek ve becerilerdir. Halk sağlığı kurumlarının yeterliği kurumda her düzeyde
çalışanın gösterdiği iletişim, koordinasyon ve işbirliğine bağlıdır. Yeterlik sürekli gelişimsel süreçte eleştirel düşünme ve ahlaki değerlere temelli bilgi gerektirir. Öz yeterlikler iş, kurum ya da çalışanlarda; disipline özel yeterlikler ise meslek grubuna özgü beklenen bilgi ve becerilerle ilişkili olarak uygulanır. Yeterlikler genellikle bazı alanlarla sınıflandırılmış performansın beklenen düzeylerinde eğitim, deneyim ve mesleki sınıflamalara temellidir. Yeterlikte beceri düzeyleri; farkında, bilgili, yeterli ya da az, biraz, iyi ve mükemmel olarak tanımlanabilmektedir. Yeterlikler müfredat ve kurs içeriklerinin revizyonu ve değerlendirilmesinde önemli bir rehberdir. Aynı zamanda yeterlikler çalışma ortamında oryantasyon programının gelişiminde, sürekli eğitim hizmeti sağlamada, görev tanımlarında, performans değerlendirmede, işgücü gelişimini sağlamada, güvenlik ve etik standartlara bağlılığın sağlanabilmesinde kullanıldığında tıp alanında kalite güvenlik sisteminin gelişimine katkıda bulunmaktadır.
