İşverenin Otizm Spektrum Bozukluğu olan İşçilere Karşı Borçlarının Değerlendirilmesi

Abstract

Otizm Spektrum Bozukluğu (OSB) olan bireyler, günümüzde artan oranda iş piyasasında yer almaktadırlar. Ancak, işveren OSB’li bireylere işyerinde herhangi bir işçiye gösterdiği özenden daha fazlasını göstermelidir. OSB’li bireylerin işyerinde kendilerini rahat hissetmeleri, çalışma hayatında yer alabilmeleri için çok önemlidir. Bu nedenle hem işveren hem de işçiler, OSB’li bireylere karşı davranışlarını düzeltmek, değiştirmek ve geliştirmekle yükümlüdürler. İşyerinde, OSB’li bireylerin dikkatini dağıtacak hususlar tespit edilmeli, OSB’li bireylerin özellikleri tanınmalı ve OSB’li bireylere doğru desteğin verilmesi için iş koçu ile birlikte çalışılmalıdır. OSB’li bireylerin istihdamı hususunda işverenlere yol gösterici nitelikteki çalışmaların sayısının düşük olması, birçok OSB’li bireyi iş hayatından uzaklaştırmakta ve onların ekonomik bağımsızlıklarını kazanmalarının önüne geçmektedir. Bu çalışmada, OSB’li bireylerin istihdamında işverenin yükümlülükleri hususunda gerek yerel yönetimlerin ve sendikaların işverenlere yönelik olarak hazırladıkları rehber kitaplardan ve gerekse bilimsel çalışmalardan faydalanılmıştır. Türkiye’de de OSB’li bireylerin istihdamı hususunda gerekli önem verilerek OSB’li bireylerin iş piyasasına kazandırılmasına yönelik önerilerde bulunulmaktadır.

Evaluation of Employer’s Obligations to Workers with Autism Spectrum Disorder

Abstract

The number of individuals with autism spectrum disorder has increased dramatically in recent years. However., employers should treat more sensitive individuals with ASD than others. It is very important for individuals with ASD to feel comfortable in the workplace and to take part in working life. Therefore, both employers and co-workers are responsible to correct, change and improve their behavior towards individuals with ASD. In the workplace, issues that may distract individuals with ASD should be identified, the characteristics of individuals with ASD should be recognized and a job coach should be worked with to provide the right support to individuals with ASD. There are few number of studies that guide to employers about the employment of individuals with ASD. As a result, many individuals with ASD stay away from job market and unfortunately they are prevented from gaining their economic independence. In this study, both guidebooks prepared by local governments and unions and scientific studies regarding the employer’s obligations in the employment of individuals with ASD were used. In Turkey too, by attaching the necessary importance to the employment of individuals with ASD, suggestions are made for the inclusion in the labour market of them.
