Türkiye’nin 2018 Anti-Damping Tedbirleri ve Hedefl Ülkeler ile Ürünler Üzerindeki Etkileri

Abstract

Bu makale, Türkiye'nin 2018 yılında Almanya, İsveç, Finlandiya, Rusya, Polonya, Brezilya, Çin, Vietnam ve İran'a karşı uyguladığı dokuz antidamping tedbirinin etkisini incelemektedir. Bu tedbirler, söz konusu ülkelerin damping de dahil olmak üzere haksız ticaret uygulamalarına yanıt olarak alınmıştır. Bu çalışma, damping uygulamalarından en çok etkilenen sektörlere odaklanarak, politika belgelerinin, ticaret verilerinin ve vaka çalışmalarının nitel analizlerini entegre eden betimsel bir analiz gerçekleştirmiştir. Ayrıca, 2018 antidamping tedbirlerinin etkinliğini değerlendirmek için Chow yapısal kırılma testi uygulanmıştır. Chow testi sonuçları, 2018'in Türkiye'nin ithalat dinamiklerinde Almanya, Polonya, Vietnam, İran ve Brezilya olmak üzere çeşitli ülkelerle önemli bir yapısal kırılmaya işaret ettiğini doğrulamaktadır. Öte yandan, Finlandiya, İsveç, Çin ve Rusya'dan yapılan ithalatta önemli bir yapısal kırılma gözlenmemiştir. Bunun nedeni, 2018 yılında bu ülkelere karşı doğrudan anti-damping önlemlerinin olmaması, bu tür müdahalelere karşı tampon görevi gören güçlü temel ticaret ilişkileri veya tarife tabanlı politikalardan etkilenmeyen istikrarlı ticaret hacimleri gibi çeşitli faktörler olabilir.

Türkiye's 2018 Antidumping Measures and Their Impact on Targeted Countries and Products

Abstract

This article examines the impact of nine antidumping measures implemented by Türkiye in 2018 against Germany, Sweden, Finland, Russia, Poland, Brazil, China, Vietnam, and Iran. These measures were taken in response to unfair trade practices, including dumping, by these countries. This study conducted a descriptive analysis that integrated qualitative analyses of policy documents, trade data, and case studies, with a sectoral focus on the sectors most affected by dumping practices. Furthermore, the Chow structural break test was applied to assess the effectiveness of the 2018 antidumping measures. The Chow test results confirm that 2018 marked a significant structural break in Türkiye's import dynamics with several countries, for Germany, Poland, Vietnam, Iran, and Brazil. On the other hand, no significant structural break is observed in imports from Finland, Sweden, China, and Russia. This could be due to several factors, such as the absence of direct antidumping measures against these countries in 2018, strong underlying trade relationships that buffer against such interventions, or already stable trade volumes unaffected by tariff-based policies.
